European Territorial Cooperation

European Territorial Co-operation (ETC) is a set of international programs co-financed by European Union that allows to get grants for feasibility studies, analysis, elaborations, study visits, pilot projects, promotional activities.  In Kujawsko-Pomorskie Region are implemented programs: Central Europe Programme, South Baltic Cross-border Cooperation Programme, Interregional Cooperation Programme – INTERREG IVC. In period 2014-2020 will be launched the fifth edition which will be focused on modern technologies and researches, sustainable transport, environmental protection and cultural heritage. ETC generates so-called “soft” effects – acquiring knowledge and methodology from more experienced partners to build proper schemes.

Kujawsko-Pomorskie Region participated in ETC programs since 2004.

The Concept of Last Mile for the Bydgoszcz Logistics Hub

  • Interreg 2021-2027

Interreg is an instrument promoting European territorial cooperation (ETC) through joint actions undertaken within programs, projects, and networks by national, regional, and local entities from different member states of the European Union (EU), as well as by entities from the EU and adjacent third countries, partner countries, overseas countries and territories (OCTs), other territories, and organizations working towards regional integration and cooperation.

The Interreg program supports the harmonious economic, social, and territorial development of the EU as a whole and its neighboring countries, which aligns with the overarching goal of the EU cohesion policy.

Interreg is based on four pillars:

  • Cross-border cooperation,
  • Transnational cooperation,
  • Interregional cooperation, supported by:
    • Interreg Europe program;
    • Urbact program;
    • Interact program;
    • European Observation Network for Territorial Development and Territorial Cohesion,
  • Cooperation of outermost regions to facilitate the development and integration of outermost regions and neighboring overseas countries and territories (OCTs).

The Interreg program is funded by the European Regional Development Fund, with a budget exceeding 8 billion euros for the 2021-2027 period.

Project Implementation Rules under Interreg:

  • Partnerships consist of at least 3 institutions from 3 countries;
  • Cooperation between partners from various sectors;
  • The activities developed in the project are of a soft nature, but there is a possibility to conduct pilot actions testing certain solutions;
  • Project funding is based on reimbursement—up to 80%;
  • Project settlement is carried out through flat rates and lump sums—representing a significant simplification compared to previous program editions;
  • Communication within the project and program is conducted in English.

In the 2021-2027 period, Poland participates in 14 Interreg programs, with the Kujawsko-Pomorskie Region, due to its location, involved in 3 (Interreg Europe, Interreg Central Europe, Interreg Baltic Sea Region).

Participation in Interreg projects is an opportunity to expand contacts from the local to the international level, gain access to knowledge and experience at the European level, which helps in addressing problems/challenges, test developed solutions in a local setting, promote one’s region/municipality/city, and secure additional funding.

Project CARES

CARES Project (Telecare for an Aging Europe) – the aim of the project’s activities is to make care and medical services more accessible and effective especially for these people who needs special support.

The CARES project began on March 1, 2023, and will conclude in February 2027.
