Regional Parliament Session

During today’s session, the Regional Parliament approved changes to the Social Council of the Regional Specialist Hospital in Włocławek (as of today, the new representative of the region self-government is Agnieszka Lisek-Charkiewicz, Director of the Department of Health at the Marshal’s Office), approved amendments to the 2026 regional budget (and, accordingly, to the 2026-2047 multi-annual financial forecast), and approved the purchase of land that will make it possible to expand the exhibition space at the Olenderski Ethnographic Park in Wielka Nieszawka. The councillors were briefed on healthcare financing by the regional branch of the National Health Fund and on the status of road investments in Kujawy and Pomorze.

Information presented today by Elżbieta Bańkowska, Director of the National Health Fund’s branch in Bydgoszcz, shows that, as is the case across the country, the institution is experiencing difficulties in making payments to medical facilities, particularly for so-called services provided in excess of contracted volumes. The current value of contracts in our region is PLN 9.5 billion, while the value of payments due is PLN 11 billion. During the session, Marshal Piotr Całbecki informed the Parliament that, for the first half of 2026 alone, the National Health Fund owes regional hospitals PLN 150 million, half of which is outstanding payment for contracted healthcare services. Earlier, during a meeting with media representatives, the Marshal stressed that we expect to recover from the Fund at least all the funds due to us for oncology procedures.

The Regional Roads Authority has planned investments this year covering a total of more than 100 kilometres of road sections. One of the most important projects is the Mogilno bypass, which will be opened to traffic later this autumn.

The Regional Parliament approved amendments to the regional budget for 2026 and to the region’s 2026-2047 multi-annual financial forecast. During a briefing ahead of today’s session, Marshal Piotr Całbecki said that these changes include, among other things, a PLN 140 million reduction in this year’s deficit and minor investment expenditures, beyond the control of the Marshal’s Office, being shifted to next year. He noted that a major annual budget adjustment would take place in December and that the implementation of key investment projects remains unaffected.

In accordance with today’s decision by the councillors, the regional self-government will provide the Municipality of Żnin with financial support for the modernisation of the municipal stadium. The PLN 1.5 million will be used, among other things, to build new covered stands, install a new pitch irrigation system and construct a floodlit artificial-turf pitch. The project is part of the regional’s sports infrastructure development programme and has received a positive assessment from the Ministry of Sport and Tourism.

The Parliament also approved the regulations for the Marshal’s Top Students of Kujawy and Pomorze Plus (Prymus Pomorza i Kujaw Plus) scholarship programme for the 2026/2027 – 2028/2029 school years. The programme is aimed at talented primary and secondary school students who achieve high academic results but have not received support under the Top Students of Kujawy and Pomorze II (Prymus Pomorza i Kujaw II) programme. The planned annual budget for the programme is PLN 800,000.
