August Session of the Regional Parliament

On Monday (31 August) at 11 a.m., the 29th session of the 7th term of the Kujawsko-Pomorskie Regional Parliament will be held at the Marshal’s Office in Toruń, in the Władysław Raczkiewicz Hall. A live online broadcast will be available from 11 a.m. on Monday.

The session will begin with a ceremony during which Zbigniew Mikielewicz will receive the Bronze Medal for Merit to Culture – Gloria Artis. He is an outstanding sculptor, author of many well-known works in public spaces and creator of the statuette presented as part of the Pola Negri Film Award. The medal is awarded by the Minister of Culture and National Heritage to individuals who have distinguished themselves through artistic achievement, cultural activity or the protection of national heritage.

During the first part of the session, councillors will be presented with information on the activities of the regional government and the current work of the Regional Parliament and the Regional Board. Information will also be presented on the activities of the Kujawsko-Pomorskie Chamber of Agriculture, including its training programmes, legal assistance for farmers and cooperation with agricultural institutions and organisations.

The session will also include a presentation on the results of inspections carried out in 2025 at facilities of key importance to the Kujawsko-Pomorskie Region, prepared by the Region Inspectorate for Environmental Protection in Bydgoszcz. Inspections of entities using the environment are primarily aimed at verifying compliance with environmental protection regulations.

Councillors will also review information on the state of sanitary safety in the Kujawsko-Pomorskie Region in 2025. The report by the State Sanitary Inspection summarises activities related to protecting residents’ health, including supervision of sanitary conditions, food safety, monitoring of infectious diseases, disease prevention and public health education.

In the legislative part of the session, councillors will consider a draft resolution on granting financial assistance to the Municipality of Toruń for the organisation of the 32nd “Spotkania” International Festival of Puppet Theatres and Forms, organised by the Baj Pomorski Theatre. For many years, the event has been one of the region’s most important cultural initiatives, presenting performances by puppet theatres from Poland and abroad.

The agenda will also include a draft resolution granting consent for the donation of property to the Municipality of Bydgoszcz. The property, located at 3A Zygmunta Krasińskiego Street, is to be used to carry out the municipality’s statutory responsibilities in the field of housing construction.

Councillors will also consider granting financial assistance to municipalities for water companies to support the ongoing maintenance of water drainage and land improvement infrastructure. Under the second call for applications, PLN 124,755 will be allocated to projects related to the maintenance of drainage infrastructure.

The agenda also includes a draft resolution amending the rules for calculating teachers’ compulsory weekly teaching hours and the rules for reducing teaching loads for teachers holding managerial positions in schools and educational institutions. The changes result from the need to adapt regional regulations to new provisions of the Teachers’ Charter Act, in particular those concerning the calculation of teaching loads for vocational practical training teachers.

During the session, councillors will also consider regulations governing the award of scholarships to students under the “Vocational Talents of Kujawy and Pomorze” and “Top Students of Pomorze and Kujawy II” projects.

Nature conservation issues will also form an important part of the session. Councillors will consider draft resolutions amending regulations concerning the Krajna Landscape Park and the Żędowskie Lakes Protected Landscape Area. The proposed changes are intended to adapt the existing protection rules to local conditions while preserving the natural and landscape values of these areas.

The Regional Parliament will also appoint a representative to the Social Council for Agricultural Advisory Services operating at the Kujawsko-Pomorskie Agricultural Advisory Centre in Minikowo. The Council serves an advisory and consultative role in support of the activities of the agricultural advisory centre.

During the session, councillors will also consider a draft resolution on awarding the Honorary Medal for Merit to the Kujawsko-Pomorskie Region to the branch of the Polish Tourist and Sightseeing Society operating at the Armed Forces Support Inspectorate Club in Bydgoszcz. The distinction recognises its contribution to the development of tourism and sightseeing activities and to promoting the attractions of the region.
