Regional Parliament to Meet Next Monday
The agenda for the next session of the Kujawsko-Pomorskie Regional Parliament, scheduled for 26 October, includes a vote on a draft resolution concerning steps towards merging the regional Pulmonology Centre with two county hospitals: Biegański Hospital in Grudziądz and Błażek Hospital in Inowrocław. The session will be streamed online from 11 a.m. Agenda.
The draft resolution on merging the facilities, submitted by the Region’s Executive Board, is purely a statement of intent, but it clearly outlines the proposed direction of the potential restructuring. The three institutions would be transformed into a single limited liability company, with the regional self-government, the City of Grudziądz and Inowrocław County as shareholders. The document explicitly stresses that the planned merger does not entail privatisation and that the resulting healthcare provider would remain under local and regional government ownership.
According to the draft’s explanatory statement, the aim is to make more efficient use of human, financial and physical resources, improve the coordination of medical services and enable joint investment planning. Medical services would continue to be provided at the existing locations in Bydgoszcz, Grudziądz and Inowrocław, while administrative functions would be gradually integrated.
During the first part of the session, regional councillors will review reports on the activities of the State Forests and of schools and other educational institutions run by the regional self-government. The Regional Directorate of State Forests in Toruń coordinates forest management across an area of 400,000 hectares. The report, to be presented by Director Włodzimierz Pamfil, will cover the main areas of activity of this state organisational unit, including nature conservation, public access to forests and sustainable forest management. The second report includes, among other things, students’ periodic examination results and data from educational supervision, providing an overall picture of the quality of education and the delivery of other educational responsibilities by the region’s institutions.
The Regional Parliament is also expected to adopt a resolution setting new subsidy rates for operators providing public passenger rail transport in the Kujawsko-Pomorskie Region for the period from December 2026 to December 2027. Under agreements with the rail operators, the revised subsidy rates must take into account inflation and increases in electricity and fuel costs, among other factors.
The session will also address the regional self-government’s cooperation programme with non-governmental organisations for the coming year, as well as its multiannual cooperation programme for 2026–2030. These documents set out the principles, objectives and priorities for cooperation between the regional self-government and the third sector in areas including social assistance, healthcare, culture, sport, education, environmental protection and the development of civil society.
The Regional Parliament will also consider a draft position statement submitted by the Law and Justice councillors’ group in support of residents of Inowrocław and Inowrocław County regarding the construction of the Via Pomerania road.
