Current EFKP Calls for Proposals: Cycling Infrastructure, Public Spaces, District Heating Systems, Fire Services, and Cultural Institutions

Our regional programme, European Funds for Kujawsko-Pomorskie (EFKP), currently offers 21 open calls for project funding, with a total allocation of PLN 135 million.

“EU funds for investment continue to be a driving force for our economy and create opportunities to implement important development initiatives. Above all, however, it is thanks to the commitment of beneficiaries who actively seek support from our regional programme that we are consistently modernising our region together through projects that have a real impact on residents’ quality of life,” emphasises Marshal Piotr Całbecki.

Funding available under the call supporting so-called urban and suburban mobility amounts to PLN 20.4 million. The funds can be used, among other things, for the construction and modernisation of cycling and shared pedestrian-cycling routes, as well as public bicycle systems. Local governments are eligible to apply. Projects may receive funding of up to 85% of eligible costs. Applications can be submitted until the end of June, with results expected in November.

Three calls dedicated to the renewal of public spaces offer a combined budget of PLN 31 million. The funding may be used for the restoration of historic buildings, improvements to the aesthetics and functionality of public facilities and spaces, the construction, redevelopment and adaptive renovation of degraded properties, and projects aimed at enhancing public safety. Eligible applicants include public administration bodies, non-governmental organisations, housing cooperatives and homeowners’ associations, social housing associations, small and medium-sized enterprises, cultural institutions, as well as churches and religious organisations.

A total of PLN 30 million has been allocated across four calls supporting the modernisation of district heating systems. The largest budget, PLN 12.5 million, is dedicated to investments in the region’s largest cities: Bydgoszcz, Toruń, Włocławek, Grudziądz and Inowrocław. Funding is available for low- and zero-emission heat sources, connections to district heating networks, and the reconstruction and modernisation of heating plants and distribution networks. Eligible applicants include local governments, housing cooperatives and homeowners’ associations, healthcare providers, and non-governmental organisations. All current application rounds in this area will close between the end of June and early July.

A further PLN 16 million is available for investments in local cultural institutions. Funding may be used for the construction, redevelopment and expansion of existing cultural facilities, the adaptation and renovation of buildings for cultural purposes, as well as the purchase of equipment and the expansion of cultural programmes and services. The application deadline is in early July, with results scheduled for November.

As in previous years, emergency services also have dedicated funding opportunities within our grant programme. This time, PLN 10 million has been earmarked for firefighter training infrastructure.

Implementation of the EFKP 2021–2027 regional programme continues to progress very efficiently. With 1,235 signed agreements and contracted funding amounting to PLN 5.5 billion (71% of the total allocation), our region ranks among the national leaders in programme implementation. In 2026 alone, more than PLN 1 billion will be available for distribution through EFKP.
