Talks on the Revision of the Regional Development Strategy: This Time in Tuchola County

Discussion of the local dimension of the Regional Development Strategy for the Kujawsko-Pomorskie Region through 2035 is the main focus of Marshal Piotr Całbecki’s visit to Tuchola County today (5 November). The Marshal’s Office is currently working intensively on revising this key regional planning document, which, among other things, sets out how EU funds will be invested.

“This is another meeting of this kind, providing an opportunity to listen to the local community and discuss its needs and aspirations. I have been very encouraged by the standard of all the previous meetings. I am pleased that we can work in this area with professional, committed and responsible partners. The Regional Development Strategy, whose provisions will directly or indirectly influence the development policies of every municipality in the Kujawsko-Pomorskie Region and affect each and every one of us, must reflect local expectations and respond to real challenges,” says Marshal Piotr Całbecki.

The meeting, held at the Tuchola County Office, is attended by County Governor Andrzej Urbański; Tuchola Mayor Tadeusz Kowalski; and the heads of the municipalities of Cekcyn, Jacek Brygman; Gostycyn, Ireneusz Kucharski; Kęsowo, Radosław Januszewski; Lubiewo, Joanna Jastak; and Śliwice, Daniel Kożuch.

Topics discussed include the budget and priorities for EU support in the 2028–2034 funding period; green energy solutions; road investments and the expansion of the local cycling network; new bus connections; and the regional self-government’s senior policy, including the development of a regional network of day-care centres for older people. Other subjects include the expansion and upgrading of educational facilities at Tuchola Landscape Park; the operation of a mini astronomical observatory at a school in Gostycyn; and plans to establish a museum in Przymuszewo, in the municipality of Kęsowo, dedicated to Zygmunt Kędzierski, an outstanding folk artist and ambassador of the cultural heritage of the Tuchola Forests.

The overarching development objective adopted by the regional executive board and incorporated into the strategy’s underlying assumptions is to improve quality of life, based on four pillars of development:

  • Social: effective education, human capital, social inclusion and modern public services.
  • Economic: sustainable economic development, competitiveness, innovation and energy transition.
  • Environmental: protection of natural resources, clean air, climate change adaptation and a high quality of life.
  • Functional: development of public transport networks, improved road and rail connections with the region’s main cities, the use of integrated territorial approaches and stronger cooperation with local authorities.

Preparing the revised document—which will formally take the shape of a new Regional Development Strategy for the Kujawsko-Pomorskie Region through 2035—is the responsibility of the regional executive board. This includes developing the initial assumptions, conducting public consultations and preparing the final draft. Intensive work on the document will continue for several more months. An environmental impact assessment will then be prepared, followed by formal public consultations.

During today’s visit to Tuchola County, Marshal Piotr Całbecki is also visiting the University of Environmental Management, the Vocational Activity Centre and self-help club in Tuchola, the Tuchola Forests Museum, the State Forests’ shooting training centre in Plaskosz, and the municipality of Śliwice, where he will, among other things, lay flowers at the grave of Zygmunt Kędzierski.
