Strong Progress in the Implementation of the European Funds for Kujawy and Pomorze
The Kujawsko-Pomorskie Region ranks second among all Polish regions in the implementation of its 2021–2027 Regional Programme – European Funds for Kujawy and Pomorze (FEdKP). The programme has now reached nearly 72% of contracted funding, with only the Greater Poland (Wielkopolska) Region performing slightly better, by less than two percentage points.

Thanks to careful planning, a coherent vision for development and close attention to the needs of both our regional and local communities, we are modernising the region, improving quality of life and offering an impressive range of cultural, educational, sporting and tourism initiatives that respond to both individual and collective needs,” emphasised Marshal Piotr Całbecki.
A contracting rate of 71.7% means that:
- 318 calls for project proposals (competitive and non-competitive) have been completed,
- 1,263 funding agreements have been signed,
- projects worth a total of PLN 5.641 billion have been contracted.
The programme’s certification rate – the process of declaring eligible expenditure to the European Commission – has exceeded 20%, placing the Kujawsko-Pomorskie Region 6th among Poland’s 16 regions.
The region is currently the national leader in the implementation of the territorial policy component of the FEdKP programme. Territorial policy focuses on supporting socio-economic development from a local and spatial perspective, recognising that development priorities should be shaped by local communities themselves – whether in urban areas and their functional zones, counties or municipalities.
The Kujawsko-Pomorskie Region is the only region in Poland to implement territorial policy on four levels:
- regional (Integrated Territorial Investments – ITIs),
- subregional,
- county,
- and local (Community-Led Local Development – CLLD).
The contracting rate for territorial policy projects has already exceeded 83%, while projects implemented under Integrated Territorial Investments (ITIs) – covering Bydgoszcz and its functional area, as well as Toruń and its functional area – have achieved a contracting rate of more than 87%. This places the region second among all sixteen Polish regions in the implementation of ITI funding.
