Safer Roads in Lipno County

Marshal Piotr Całbecki, Vice-Marshal Aneta Jędrzejewska and Member of the Regional Executive Board Marek Wojtkowski attended the official opening today (20 July) of a new roundabout in Dyblin and the modernised section of Regional Road No. 558 linking Lipno and Kłokocko in Lipno County. Both projects were completed with support from the European Funds for Kujawy and Pomorze.

“The new roundabout in Dyblin and the upgraded section of Regional Road No. 558 are further investments that not only improve traffic flow but, above all, enhance the safety of residents and all road users,” said Marshal Piotr Całbecki.

The new three-arm roundabout, measuring 25 metres in diameter, connects Regional Road No. 562, linking Dobrzyń nad Wisłą with Włocławek, and Regional Road No. 558, which runs between Lipno and Dyblin. The project also included the construction of pavements, a stormwater drainage system, electrical and telecommunications infrastructure. The geometry of the approaches encourages drivers to reduce speed, significantly improving road safety. A concrete overrun apron surrounding the paved central island facilitates the passage of heavy vehicles. Installation of street lighting and road markings was completed this spring.

The construction works, worth PLN 5.2 million, were carried out by Przedsiębiorstwo Robót Drogowych of Lipno. The project received 95 per cent co-financing from the European Funds for Kujawy and Pomorze 2021-2027. The Dyblin roundabout forms part of the regional road safety programme, under which similar projects have already been completed in Bysław, Sępólno Krajeńskie, Golub-Dobrzyń and Broniewice. Construction is currently underway in Barcin, Żołędowo and Rzadkwin.

Also completed in Lipno County is a five-kilometre section of Regional Road No. 558 between Lipno and Kłokocko. The works included resurfacing the road, constructing new shoulders, restoring drainage ditches and installing new vertical and horizontal road markings. The contract, worth nearly PLN 9 million, was carried out by Onde.

Among those attending today’s ceremony were Regional Councillor Sławomir Kopyść, Lipno County Governor Krzysztof Baranowski, Mayor of Dobrzyń nad Wisłą Piotr Wiśniewski and Member of Parliament Krystian Łuczak.

Further Investments in Lipno County

In recent years, the regional authorities have comprehensively modernised Regional Road No. 559 between Lipno and the regional border, as well as the section of Regional Road No. 558 between Kłokocko and Wielgie. Funding for further projects has been secured in this year’s regional budget.

Current and planned investments include:

• reconstruction of the five-kilometre section of Regional Road No. 557 between Janiszewo and Makówiec, currently underway;
• roadside tree planting along Regional Road No. 557 between Lipno and Rypin, scheduled for autumn;
• preparation of documentation for the reconstruction of two sections of Regional Road No. 562: from Szpetal Górny to Krojczyn (7 km) and from Dobrzyń nad Wisłą to Kamienica (4 km);
• preparation of documentation for the reconstruction of the seven-kilometre section of Regional Road No. 558 between Wielgie and Dyblin;
• construction by the Municipality of Tłuchowo, with support from the European Funds for Kujawy and Pomorze, of the missing section of a shared pedestrian and cycle path between the Kamień Kotowy roundabout and Tłuchowo.

Record Investment in Regional Roads

A total of PLN 2 billion has been allocated to the regional programme for the modernisation of regional roads in the coming years. Under the European Funds for Kujawy and Pomorze 2021-2027 (FEdKP 2021-2027), the region’s operational programme for the current EU funding period, €136 million has been earmarked for road infrastructure projects, including the regional bypass construction programme. Additional central government funding has also been secured, amounting to approximately PLN 170 million for bypasses and around PLN 450 million for the expansion of other regional roads.
