Regional Parliament session on Monday
A session of the regional parliament is currently underway. The agenda includes, among other items, reports on the activities of the National Labour Inspectorate and the situation on the labor market in our region. Online broadcast. Agenda and documents.
According to the report of the District Labour Inspector, compliance with labor law remains unsatisfactory. Last year, inspectors of the National Labour Inspectorate operating in our region issued 8,600 intervention decisions, including nearly 400 orders requiring employers to pay due wages to employees (amounting to nearly PLN 15 million in total), nearly 700 fines (totalling nearly PLN 1 million), and filed 43 motions to the court against unreliable employers. They also investigated 88 workplace accidents involving 93 injured persons; 8 people were killed and 37 sustained serious injuries. The highest number of incidents occurred in the industrial processing and construction sectors. The most common cause of accidents is human error, often related to employee fatigue due to long overtime hours. Presenting the report, District Labour Inspector Sylwia Krawczyk pointed out that complaints filed with the prosecutor’s office against employers violating regulations are often discontinued, as those employers effectively avoid contact with the National Labour Inspectorate.
Councilors will also be presented with a report on the implementation of the regional program for persons with disabilities up to 2030, as well as a report on initiatives aimed at creating conditions conducive to the development of sport.
The agenda also includes a draft resolution on granting financial assistance in the form of targeted subsidies under a call for applications addressed to municipalities, intended for water companies to co-finance tasks related to the ongoing maintenance of water drainage facilities in 2026. Under the call announced by a resolution of the Board of the Kujawsko-Pomorskie Region, 67 applications from municipalities were submitted for a total amount of PLN 1,675,245.00. Subsidies were granted to all municipalities that met the formal and substantive criteria.
Councilors will also consider adopting a resolution to consent to waiving the tender procedure for extending the lease agreement for a property. The draft concerns a property located in Toruń at Piastowska Street 1 and Plac 18 Stycznia 2, leased by the “OLK-MED” Medical Center Ltd., based in Toruń. The tenant has requested an extension of the lease to enable the implementation of the project “Support for Primary Health Care (PHC)” under the European Funds for Infrastructure, Climate, Environment program for 2021–2027. The medical center indicated that it provides primary healthcare to over 7,000 residents of the region, and that obtaining funding for modern equipment, furnishings, and renovation will significantly improve the quality of services provided to patients.
The agenda also includes a draft resolution on granting financial assistance to the Municipality of Żnin. The targeted subsidy from the budget of the Kujawsko-Pomorskie Region will be allocated to cover part of the operating costs of a branch of the Pałuki Region Museum – the Żnin Narrow Gauge Railway – during the current tourist season (May/June).
Additionally, during the session, the assembly will consider adopting resolutions to approve draft amendments to resolutions concerning the Protected Landscape Area of the Ciechocinek Lowland and the Protected Landscape Area of Lake Głuszyńskie. The adoption of the final resolutions will enable competent authorities, including nature conservation bodies, to shape environmental policy individually and manage natural and landscape resources rationally, in accordance with the principle of sustainable development. However, in accordance with the Nature Conservation Act, the proposed amendments must first be submitted to the relevant municipal councils and the competent Regional Director for Environmental Protection for agreement.
