Preparations to Amend the Development Strategy – Meeting in Mogilno

As part of the intensive work currently underway to amend the voivodeship’s development strategy – the main regional planning document that also dictates how EU funds are invested – Marshal Piotr Całbecki, President of the Regional Parliament Elżbieta Piniewska, and Regional Executive Board Member Dariusz Kurzawa met today (October 27) with local government officials of Mogilno County.

“We are discussing fundamental issues regarding the fulfillment of local community needs. This is another opportunity to listen to their voice, their needs, and their aspirations. The regional development strategy, whose provisions will directly or indirectly affect the development policy of every municipality in Kujawsko-Pomorskie and concern each of us, must be the result of local expectations and a response to real problems. There are different ways to prepare this type of document, different approaches. As a regional self-government, we will never agree to allocate funds purely on a per capita basis. We are not an ATM; we fund and implement specific projects. Some of them, such as the newly opened Mogilno bypass, are costly,” said Marshal Piotr Całbecki during the meeting at the Mogilno County Administration Office.

The primary development goal adopted by the regional board and outlined in the strategy’s framework is to raise the standard of living based on four pillars of development: social – effective education, human capital, social inclusion, modern public services, economic: sustainable economic growth, competitiveness, innovation, energy transition, environmental – protection of natural resources, clean air, climate change adaptation, residential comfort and functional – expansion of the public transport network, improvement of road and rail links with major cities in the region, use of integrated territorial approaches, and stronger cooperation with local governments.

Drafting the amendment (formalized as the new regional development strategy through 2035) – which involves preparing framework guidelines, conducting public consultations, and creating the final draft – falls under the authority of the regional board. Intensive work on the document will continue for several more months, followed by an environmental impact assessment and official public consultations.

The agenda for today’s visit by Marshal Piotr Całbecki, President of the Regional Parliament Elżbieta Piniewska, and Member of the Regional Executive Board Dariusz Kurzawa to the district also included the opening of the Mogilno bypass and a meeting with residents of a local day-care center.
