Tuchola County: Environmental Protection, Education and Social Integration

Protecting the unique natural environment of the Tuchola Forest, expanding the network of day care centres and supported housing, developing cycling infrastructure, and supporting schools and the local labour market are among the key initiatives being implemented in Tuchola County under the European Funds for Kujawy and Pomorze (EFKP) 2021–2027 programme. The total value of EU funding allocated to 58 projects amounts to PLN 95 million. During Marshal Piotr Całbecki’s visit to the county tomorrow (5 November), an agreement will be signed for co-financing the construction of cycle paths in the Tuchola municipality. The investment is worth nearly PLN 2.5 million.

– European funds enable us to invest in the development of our region, but above all, they help improve the everyday lives of its residents. We want people to have access to good infrastructure, education and social services, while also being able to fully enjoy the natural assets of their region, emphasises Marshal Piotr Całbecki.

Supporting seniors, people with disabilities and social integration

An important part of the investment programme in Tuchola County focuses on improving the quality of life of residents who require additional support. One such project is the expansion of the Vocational Activity Centre in Tuchola, worth over PLN 4 million. The building will be extended by nearly 300 square metres. The interior layout will be reorganised, the catering facilities expanded, and a new street-level entrance to the halls and a spacious staircase will be created.

In Wysoka, supported and training apartments will be established at a cost of PLN 3 million.

Day care centres for seniors operate in Cekcyn, Tuchola and Śliwice. Older residents of the county also actively participate in activities organised under the “Autumn in the Tuchola Forest” programme by the Bory Tucholskie Local Action Group Partnership.

Nature conservation and environmental protection

Tuchola County is renowned for its unique natural landscapes, which is why a significant proportion of EU funding is being allocated to environmental protection and sustainable development.

The county’s largest environmental project involves expanding the infrastructure of the Tuchola Landscape Park and enhancing its educational offer. The project includes upgrading facilities, creating a model habitat for wild pollinators and establishing educational nature trails.

In Piła, the Field Centre for Environmental Education and Biosphere Reserve Promotion will be expanded. A new building will provide accommodation facilities and an exhibition hall. A dendrological park featuring native tree species will also be established alongside the centre. The park will be equipped with educational materials and equipment for outdoor learning activities.

The project is worth over PLN 9 million, with funding from FEdKP exceeding PLN 7.5 million.

The Tuchola County local government has also secured over PLN 2 million in funding for urban greening. As part of the project, a rooftop garden will be created on the building of the General Secondary School in Tuchola.

Vocational education and the labour market

Millions of złotys in funding are being allocated to schools and institutions that help residents acquire qualifications and find employment.

Students from the Secondary and Technical School Complex in Tuchola, the Secondary and Agricultural Technical School Complex, and the Special Education and Care Centre in Tuchola are participating in a project supporting the development of vocational education.

The programme includes classes in 3D design, scanning and printing, vocational courses (including vehicle operation, welding, forklift operation and barista training), student internships, and professional and educational trips.

The District Labour Office in Tuchola is implementing a major three-stage project under which residents can participate in vocational internships and skills development training. They can also obtain funding to start their own businesses.

Roads, cycling infrastructure and tourism

A number of road investments are being carried out in Tuchola County. This year, the reconstruction of further sections of Provincial Road No. 237 is planned, including the Brody–Woziwoda and Gostycyn–Kamienica sections.

The reconstruction of the final section of Provincial Road No. 241 between Wieszczyce and Pamiętowo is also nearing completion. Preparations are underway to submit an application for a road investment permit for the Tuchola bypass later this year.

Tuchola County is actively developing cycling tourism. Key projects include the construction of the Tuchola–Cekcyn and Gostycyn–Piła cycle paths, routes in Bladowo, cycling infrastructure in the Kęsowo municipality, and two stages of the county’s cycle path network.

The total value of these investments is nearly PLN 13 million, of which almost PLN 11 million comes from EU funds.

In Tuchola, the former water rescue station on Lake Głęboczek will undergo comprehensive modernisation. The project includes renovating the building, upgrading its installations, installing energy-efficient lighting, photovoltaic panels, monitoring and alarm systems, and refurbishing the terrace and surrounding area.

The investment is worth PLN 1.3 million, including PLN 1.1 million from FEdKP.

Organisations and businesses in Tuchola County, including local government bodies, community organisations and private enterprises, have also obtained funding from the Rural Development Programme (a total of PLN 30 million) and the National Recovery and Resilience Plan (nearly PLN 4 million).

The grants have been allocated, among other things, to the construction of water supply networks in Bysław and Sucha, household wastewater treatment systems in the Kęsowo municipality, and the establishment of several dozen new businesses.

These include companies operating in the electrical installation, rehabilitation services and tourism sectors, as well as bicycle and water sports equipment rental businesses and construction equipment rental companies.
