Major Road Investments in Toruń County

Today (11 May), in Łubianka, Toruń County, in the presence of Marshal Piotr Całbecki and the Mayor of Łubianka Municipality, Dagna Całbecka, a contract was signed for the modernization of Regional Road No. 553 connecting Toruń with Łubianka Municipality in Toruń County. The works are scheduled for completion later this year. In many localities along the route, pedestrian crossings will also be illuminated and sidewalks renovated.

“Twenty years ago, we launched a comprehensive program to rebuild regional roads requiring urgent modernization,” said Marshal Piotr Całbecki. “One of the first routes adapted to current standards was Regional Road No. 553 connecting Toruń and Wybcz. At that time, a solid road and shoulder structure was created, along with additional pedestrian crossings with refuge islands and sidewalks. In cooperation with local governments, we also built bicycle paths. To ensure the road continues to provide safety and serves residents well for years to come, regular resurfacing is essential. These works are combined with further safety improvements – we will illuminate all pedestrian crossings and bus platforms and install speed display signs.”

“This is a very important road for our residents, particularly heavily used during rush hours. Many drivers travel this route every day, so its modernization was necessary,” emphasized Dagna Całbecka, Mayor of Łubianka Municipality.

“I am aware that the works will involve temporary inconvenience, but I am convinced that the final result will compensate for any difficulties, and residents and drivers will benefit from a safe road.”

Last year, we launched a new program to replace wearing-course surfaces on previously modernized regional roads. This solution helps maintain road quality at lower cost than full reconstruction or extensive renewal after several years. The first such works were commissioned on the Wąbrzeźno bypass along Regional Road No. 534, and this task is now nearing completion. The next project will be the modernization of Regional Road No. 553, which connects Toruń with the municipalities of Łubianka (Toruń County) and Unisław (Chełmno County).

Smooth Road Surface, New Signs

The project covers a section of more than 6 kilometers between Różankowo and the roundabout built in the previous decade in Łubianka and includes:

  • road resurfacing,
  • shoulder restoration,
  • renewal of access roads and intersections,
  • drainage and roadside ditch improvements,
  • renewal of horizontal road markings,
  • replacement of selected vertical signs and guideposts.

The nearly PLN 10 million contract was signed by Przemysław Dąbrowski, Director of the Regional Roads Authority in Bydgoszcz, and Marcin Jastrzębski, proxy of the contractor, Mabau Polska. Representatives of Toruń County and Łubianka Municipality also attended the ceremony.

Safer, Better-Lit Crossings

At the same time, safety improvements for pedestrian crossings are being implemented along this route. A total of 29 crossings will be illuminated. Additionally, in Pigża (near Migdałowa Street), two bus platforms will be built next to a new crossing. Active speed display signs will also be installed there and in Wybcz. These additional elements are the result of close cooperation with Łubianka Municipality and consultations with local residents.

Pedestrian crossing illumination is also being implemented on Regional Road No. 551 in Chełmża and Kończewice. The entire program, worth more than PLN 18 million, includes illumination for 249 crossings and 27 bus stops on 11 Regional roads.

More Works Coming Soon

Several other road investments will also be carried out in Toruń County this year:

  • reconstruction of Regional Road No. 551 on the Dźwierzno – Orzechowo section (4 km; PLN 9.6 million contract signed),
  • resurfacing of Regional Road No. 597 on the Siemoń – Głażewo section (2 km; tender underway),
  • resurfacing of Regional Road No. 646 in Brzeźno with construction of a bicycle path (1 km; implemented in cooperation with Toruń County, awaiting construction permit),
  • repairs to pedestrian and bicycle routes in Łubianka and between Łubianka and Wybcz (along Regional Road No. 553).

Preparations are also underway for additional projects. Along Regional Road No. 553, the roadside avenue restoration program will be expanded with shrub plantings. An application has also been submitted for a construction permit for a roundabout in Chełmża at the intersection of Chełmińska Street, Chełmińskie Przedmieście, and 3 Maja Street.

Three bypass-related projects are also being prepared in Toruń County:

  • Chełmża bypass (environmental decision procedure underway),
  • new connection between Łysomice and the A1 motorway (corridor study contract signed),
  • a new regional road corridor in the Lubicz area to improve the connection between Toruń and Lubicz (preparations for corridor study procurement underway).

Record Road Expenditure

PLN 2 billion will be allocated to the regional road modernization program in the coming years. Under the European Funds for Kujawy and Pomorze 2021 – 2027 (FEdKP 2021 – 2027), the region’s new operational program, EUR 136 million is earmarked for road investments, including the regional bypass construction program.

Additional central government funding will also support road infrastructure expansion (approximately PLN 170 million for bypasses and around PLN 450 million for other road expansion projects).
