High-Speed Rail as an Opportunity for Regional Development
A meeting on the Integrated Rail Network and the proposed route of high-speed rail in the region was held at the Grudziądz County Office on Tuesday (29 September). Marshal Piotr Całbecki attended the meeting, along with Senator Ryszard Bober and Members of Parliament Zbigniew Sosnowski and Marcin Skonieczka.
“For the regional self-government, it is important that the high-speed rail network connect the largest cities in our region with the emerging Port Polska and Warsaw. We want Bydgoszcz to have such a connection alongside Toruń and Grudziądz. The largest city in our region cannot be left on a siding,” Marshal Piotr Całbecki said.
The Marshal explained that the optimal solution would be to extend the northern high-speed rail corridor from Toruń via Bydgoszcz and Piła to Szczecin. This would give both regional capitals direct rail connections with Warsaw and Port Polska, as well as with Poland’s West Coast.
Marshal Piotr Całbecki also stressed the need to seek solutions that avoid damage and conflict, particularly social conflict. He proposed using existing railway and road corridors for the construction of the high-speed rail network, an idea that was met with applause from those attending the meeting. He also pledged his full support and that of the administration under his authority during the further stages of the design process.
Representatives of Port Polska and local government officials from across the region also attended the meeting.
The Integrated Rail Network plan provides for the construction of 4,700 kilometres of new railway lines, including 2,700 kilometres of high-speed rail lines, enabling fast transport to the new central national airport, Port Polska.

The inclusion of the Kujawsko-Pomorskie Region in plans for the development of modern rail infrastructure is the result of years of efforts by the Marshal and the Executive Board of the Region, as well as numerous consultations, meetings and discussions conducted by local and regional government representatives. They have consistently argued that the region must play a full role in Poland’s largest infrastructure programme.

Key investments planned in our region:
- construction of a high-speed rail line linking Port Polska – Płock – Włocławek – Toruń – Grudziądz – Gdańsk
- construction of a railway line to Świecie and onward to Grudziądz
- construction of the Bydgoszcz – Szubin – Żnin – Gniezno railway line
- construction of the Włocławek – Radziejów – Kruszwica railway line.
Once these projects are completed, journey times are expected to be:
- Bydgoszcz – Gdańsk: 60 minutes
- Bydgoszcz – Olsztyn: 100 minutes
- Bydgoszcz – Warsaw: 100 minutes
- Grudziądz – Gdańsk: 40 minutes
- Grudziądz – Poznań: 70 minutes
- Toruń – Gdańsk: 45 minutes
- Toruń – Warsaw: 70 minutes
