Discussions on the 2035 Development Strategy – Debate in Brodnica
The concluding event of Marshal Piotr Całbecki’s visit to Brodnica County today (30 October) is a meeting with local government representatives as part of the ongoing work to revise the regional development strategy. This key regional planning document determines, among other things, how EU funds are invested.
Earlier, the Marshal visited the Zbiczno Municipal Office, where he met with Mayor Magdalena Golubska, as well as the headquarters of Bio Babalscy, a leading local food processing company based in Pokrzydowo. There, he met with its founder, Mieczysław Babalski, one of Poland’s pioneers in environmentally friendly food production.
“This is another opportunity to listen to the voices of local communities. The regional development strategy, whose provisions will directly or indirectly influence development policies in every municipality across Kujawsko-Pomorskie and affect each and every one of us, must reflect local expectations and respond to real challenges,” emphasised Marshal Piotr Całbecki.
The meeting at the Brodnica County Office is attended by numerous local government representatives, including County Governor Arkadiusz Orłowski and Deputy County Governor Piotr Burkwicz, County Council Chairman Marek Hildebrandt and County Secretary Marcin Pawlak, Mayor of Brodnica Jarosław Radacz and Deputy Mayor Krzysztof Hekert, Mayor of the Town and Municipality of Jabłonowo Pomorskie Marzanna Fettke, Mayor of the Town and Municipality of Górzno Jacek Ruciński, Mayor of Bartniczka Municipality Piotr Ruciński, Mayor of Bobrowo Municipality Paweł Klonowski, Mayor of the rural municipality of Brodnica Adam Zalewski, Mayor of Brzozie Municipality Danuta Kędziorska-Cieszyńska, Mayor of Osiek Municipality Paweł Chudy, Mayor of Świedziebnia Municipality Kamil Durszlewicz and Mayor of Zbiczno Municipality Magdalena Golubska, as well as Senator Ryszard Bober, Member of Parliament Zbigniew Sosnowski and Regional Assembly Councillor Paweł Zgórzyński.
The overarching development objective adopted by the Regional Executive Board and included in the assumptions for the revised strategy is to improve residents’ quality of life through four pillars of development:
- Social development: effective education, human capital, social inclusion and modern public services.
- Economic development: sustainable economic growth, competitiveness, innovation and energy transition.
- Environmental development: protection of natural resources, clean air, adaptation to climate change and improved living conditions.
- Functional development: expansion of public transport networks, improved road and rail connections with the region’s main cities, the use of integrated territorial approaches and stronger cooperation with local governments.
The preparation of the revised document – formally a new regional development strategy extending to 2035 – falls within the responsibilities of the Regional Executive Board. This includes drafting the strategic framework, conducting public consultations and preparing the final version of the document.
Intensive work on the strategy will continue for several more months. This will be followed by the preparation of an environmental impact assessment and formal public consultations.
Regional Assembly Councillor Paweł Zgórzyński is accompanying the Marshal throughout his visit to Brodnica County. The programme also includes visits to a day care centre for older people requiring assistance with everyday activities, a newly built kindergarten and the Volunteer Fire Brigade station in Pokrzydowo, as well as the official opening of the Zbiczno–Ciche cycle path.
