Road Infrastructure Investments in Włocławek County
We are continuing the modernisation of Regional Road No. 268 in Włocławek County. The project includes the construction of a shared pedestrian and cycle path. We have also completed the reconstruction of three other sections of Regional roads in this part of the region.
“The modernisation of Regional Road No. 268 involves not only laying a new road surface but also introducing solutions that will improve safety for all road users. The shared pedestrian and cycle path will make everyday travel easier for residents and enable safer journeys between localities,” emphasises Marshal Piotr Całbecki.
The wearing course of the new path has already been laid along the section from Brzezie towards Wieniec. The binder course has been completed near the industrial zone in Wieniec. The contractor is also constructing a utility duct and installing kerbs along R. Jałocho Street and Klonowa Street in Wieniec. Preparations are also underway for work on Kolejowa Street in Brześć Kujawski. In Brzezie, trenchless construction beneath Regional Road No. 252 is also planned to enable the completion of the stormwater drainage system.
Most of the new path will be surfaced with asphalt concrete. However, due to its proximity to a legally protected historic avenue of trees, part of the path will be constructed using a permeable surface that allows rainwater to infiltrate the ground.
The modernisation of Regional Road No. 268 is being carried out under a design-and-build contract. The contractor initially reconstructed underground infrastructure, reinforced the existing road structure and modernised the bridge in Wieniec, which is already open to traffic. Work on laying the new road pavement structure began last year.
The project also includes the reconstruction of junctions, construction of stormwater drainage systems in Brzezie, Wieniec and Brześć Kujawski, as well as bus bays and boarding platforms. A utility duct will also be constructed, along with new and reconstructed property access points. To improve safety, protective barriers will be installed, new road markings and signs will be introduced, and pedestrian crossings will receive additional lighting. The planting of new trees is also planned.
The project is being implemented by a consortium of Kobylarnia and Mirbud. Its cost exceeds PLN 62 million, with funding provided from the voivodeship budget and the Strategic Investment Programme under the Polish Deal Government Fund.
Overall physical progress has exceeded 70%. The road is expected to be open to traffic before the end of this year, with all works scheduled for completion in spring 2027.
Further Roads Reconstructed
This year, we have commissioned several projects in Włocławek County, including:

In addition, we have improved lighting at pedestrian crossings and bus stops along Regional Road No. 252 (Inowrocław–Włocławek) and Regional Road No. 317 (Włocławek–Kruszyn).
We have also signed contracts for the preparation of the documentation required to reconstruct sections of Regional Road No. 269 in Choceń (1 km) and between Wilkowiczki and Czerniewice (4 km).
Record Road Investment Expenditure
PLN 2 billion will be allocated to the regional programme for the modernisation of Regional roads over the coming years.
Under the European Funds for Kujawy and Pomorze 2021–2027 (EFKP 2021–2027), our regional programme for the new EU financial perspective, we are allocating EUR 136 million to road infrastructure investments, including our regional bypass construction programme.
We will also use funding secured from central government sources to finance some road infrastructure development projects, including approximately PLN 170 million for bypass construction and around PLN 450 million for the expansion and upgrading of other roads.
