Świecie County: Millions for Healthcare, Education and Tourism

The expansion of the Regional Mental Health Hospital in Świecie, new preschools in Warlubie and Pruszcz, the development of utilities and infrastructure for investment sites in Nowe Marzy, and improvements to tourism infrastructure are just some of the projects being implemented in Świecie County thanks to the European Funds for Kujawsko-Pomorskie 2021–2027 (EFKP). The total amount of EU funding allocated to projects in this part of the region has already reached PLN 180 million. Tomorrow (16 October), Marshal Piotr Całbecki will visit the county to review local investments and development projects.

– European Funds enable us to implement investments that address the specific needs of residents. In Świecie County, they have supported healthcare, education and social services, helped create better conditions for businesses and enhanced the local tourism offering. As a result, local communities benefit, while the entire region gains new opportunities for development – emphasises Marshal Piotr Całbecki.

Healthcare as a Priority

This year, the Regional Mental Health Hospital in Świecie opened a modern therapy centre based on art and contact with nature. The new facility was designed to provide comprehensive support for patients. Covering more than 250 m², it includes art therapy studios, gardening workshops, conservatories and a winter garden. Nearly one hectare of surrounding green space has also been revitalised.

The largest investment in the hospital’s history, worth a total of PLN 36 million, also includes the redevelopment of previously unused pavilions within the historic hospital complex. These buildings are being transformed into modern therapeutic and medical facilities, including a psychiatric day ward and a community mental healthcare unit. The new, carefully designed facilities will feature outpatient clinics, consulting rooms, relaxation and therapy rooms, a dental surgery and an entire wing dedicated to medical training.

Another exceptional initiative is the contemporary art gallery “Wylało mi się”.

The hospital received the 2026 Marshal’s Award for the implementation of the project. Exceptional People, Outstanding Achievements – Meet the Winners of the Marshal’s Awards

EU funding will also help equip the New Hospital in Świecie with additional medical equipment. Planned purchases include an ultrasound scanner, a biostimulation laser and continuous passive motion (CPM) devices used in rehabilitation. The EFKP grant amounts to nearly PLN 1.5 million.

For Children, Adults and Seniors

A significant share of EU funding is being allocated to education and social services. Investments benefiting the youngest residents include the construction of preschools in Warlubie and Pruszcz, the modernisation of facilities for young children in Jeżewo and the expansion of the school in Gródek.

EU funds are also being used to equip educational institutions with modern teaching aids, organise extracurricular activities for preschool children and school pupils, and provide training for teachers. A total of PLN 15 million has been allocated to the county for these purposes alone.

Adults can develop their skills through free, practical courses organised by Local Knowledge and Education Centres (LOWE). Meanwhile, day care centres, including those in Pruszcz and Bukowiec, provide valuable support for older residents.

Projects improving access to social services also play an important role. One example is the Social Services Centre in Pruszcz, which offers care and rehabilitation services, transport for people in need, support for caregivers and initiatives promoting volunteering. A Social Initiatives Centre has also been established in Osie, where it will serve as a hub for local activities and community integration.

New Opportunities for Businesses

A key infrastructure project in the Dragacz municipality, worth more than PLN 13 million, involves providing utilities and infrastructure for investment sites in Nowe Marzy. The project includes the construction of 3.5 km of water supply networks, 2.5 km of modern sanitary sewerage and one kilometre of safe internal roads.

Świecie Invests in Green Energy

Thanks to PLN 9 million in EU funding, a new 3-megawatt boiler is being installed at the local district heating plant to replace a coal-fired unit. The new boiler will use biomass in the form of waste wood chips. The investment will also include a high-efficiency cogeneration system, enabling the simultaneous production of heat and electricity.

This is another stage in the transformation of Świecie’s district heating plant. Previously, as part of an investment completed in 2023, some of its coal-fired units were replaced with gas-based installations.

Tourism and Recreation

Thanks to EU funding, a new recreational area has been created around the Teutonic castle in Świecie. The revitalised grounds feature two viewing terraces, walking paths, a playground and gazebos. Benches, sun loungers, new plantings and lighting have also been installed.

New Recreational Area Being Developed in Świecie

Restoration work carried out at the Świecie fortress in recent years has resulted in the reconstruction of its impressive star-shaped vaults. These were recreated using handmade structural elements modelled on original bricks discovered within the castle walls. The works also included renovating the cellars and creating a microhabitat for bats, rebuilding the cloisters and barrel vault, and constructing a staircase and lift shaft.

The project was made possible through EU funding from the Regional Operational Programme for the Kujawsko-Pomorskie Voivodeship 2014–2020.

A modern water rescue base will be built near Lake Żurskie. The PLN 4.3 million investment will provide rescuers from the Volunteer Water Rescue Service (WOPR) with improved working conditions and suitable storage facilities for their equipment.

Two single-storey buildings will replace the existing structures: one accommodating offices and staff facilities, and the other serving as a garage and storage facility. The project also includes the construction of essential technical infrastructure, landscaping, improvements to small-scale outdoor facilities and the construction of terraces overlooking the lake. EU funding exceeds PLN 3.6 million.

Changes are also planned for the Deczno recreation centre in Sulnówko. A new reception building will be constructed, together with road and technical infrastructure and improvements to the surrounding area. The investment, worth nearly PLN 9 million, will improve the centre’s functionality and increase visitor comfort. The municipality has secured nearly PLN 3 million in EFKP funding for the project.
