Economic Development Council Sets Priorities for 2026
Chaired by Marshal Piotr Całbecki, the Regional Economic Development Council held its first meeting of the year today (20 January) at the Marshal’s Office. The Council adopted its annual work plan and expanded the composition of its presidium.
Established in September, the 46-member Council – representing business, academic and local government communities, as well as labour market stakeholders – supports the Regional Executive Board in matters related to shaping economic policy. This year, the Council will address issues including the economy in the ongoing update of the regional development strategy, depopulation and its causes, security and solutions strengthening crisis resilience, innovation and research and implementation, as well as economic promotion and education.
– These are all very important development issues. We will focus on the regional development strategy, because we are preparing for the Regional Parliament to adopt the development strategy up to 2035 next year. We will talk about security, as it has a major – and increasingly significant – impact on the directions of economic development. We will take up the issue of infrastructure supporting business, including high-speed rail in this context. We will certainly concentrate on depopulation (and its causes) in terms of its impact on economic potential. And perhaps most importantly: relations between science and business. The presidium has decided that rapporteurs will be assigned to each of these topics. They will present the issue to the entire Council together with an opinion containing conclusions and recommendations for the Regional Executive Board – explained Marshal Piotr Całbecki ahead of the meeting.
Representatives of the five largest cities in the region (mayors or their deputies) joined the Economic Development Council today as they received their nominations.
The composition of the presidium was also expanded to include Tomasz Smolarek, Deputy Mayor of Grudziądz, approved by acclamation. The presidium now consists of:

- Bogusław Buszewski, Plenipotentiary of the Regional Executive Board for the development of science, research and implementation, and innovation
- Dr hab. Eng. Łukasz Skowroński, Bydgoszcz University of Science and Technology
- Agnieszka Lange-Olszewska, President of the Pro Omnis Foundation
- Edyta Wiwatowska, President of the Bydgoszcz Industrial and Technological Park
- Łukasz Gliński, President of Employers of Pomorze and Kujawy
- Krzysztof Sikora, University of Economy in Bydgoszcz
- Tomasz Smolarek, Deputy Mayor of Grudziądz
Today’s meeting was also attended by Kamila Radziecka, President of the Kujawsko-Pomorskie Development Fund (KPFR, the host of the project), Prof. Bogusław Buszewski – President of the Czochralski Science and Technology Centre and Plenipotentiary of the Regional Executive Board for science, and Olgierd Dziekoński – Plenipotentiary of the Regional Executive Board for economic development.
