More effective child protection, improved communication between institutions, and unified procedures — these are the main objectives of the project “Safe Childhood – Partnership for Mental Health and Family Safety”, summarised today (3 December) at the Filmar Hotel in Toruń. During the meeting, the newly developed cooperation model aimed at strengthening the safety of children in real terms was presented.

“Ensuring children’s safety and providing them with effective protection against violence is our shared responsibility,” emphasises Marshal Piotr Całbecki.

The forum was attended by representatives of social welfare centres, the police, family courts, probation officers, mental health institutions, and schools. Together, they discussed barriers to cooperation and future directions for developing the family support system.

An important part of the event was a presentation by Dr Grzegorz Wrona, an expert collaborating with the Ministry of Justice.

The project, carried out by the Marshal’s Office, was developed in response to the lack of unified standards for handling situations where a child’s safety is at risk. The outcome is the region’s first comprehensive procedure for cooperation between institutions working with children and families.

As part of the initiative, the following activities were carried out:

• an assessment of needs and barriers to cooperation
• working meetings between institutions
• specialist workshops
• local consultations in three types of municipalities
• pilot implementations of the procedure in selected centres
• development of supporting tools (forms, instructions, action descriptions)

The result is a comprehensive cooperation procedure that improves information exchange and ensures continuity of psychological care for children covered by the “Blue Cards” procedure.

The Kujawsko-Pomorskie Blue Line operates via the free helpline 800 154 030. Legal and psychological consultants are available for in-person meetings in Toruń, and legal advice is also provided on designated days during monthly duty hours in six other cities in the region. Support is available for people affected by domestic violence.
