Support for People Affected by Domestic Violence
The Kujawsko-Pomorskie Blue Line operates under the free phone number 800 154 030. Legal and psychological consultants are available for in-person meetings in Toruń, and legal advice is also offered on designated days during monthly duty hours in six other cities in our region.
The Blue Line is staffed daily by a lawyer and a psychologist who provide assistance in matters related to domestic violence and family problems. Their support is available to people seeking advice on issues such as parental authority, establishing personal contact with a child, alimony, and addiction-related problems. Consultants are on duty every day, including weekends and holidays, from 5 p.m. to 9 p.m.
The Kujawsko-Pomorskie Blue Line is supervised by the regional self-government, which finances its operation in cooperation with 139 municipalities.
Representatives of the Family Support, Domestic Violence Prevention, and Addiction Services Bureau of the Marshal’s Office, who also assist victims, can be reached at 503 101 201. Detailed information is available at niebieskalinia.kujawsko-pomorskie.pl.
Legal consultants hold duty hours not only in Toruń. Once a month, specialists are available in Bydgoszcz, Włocławek, Grudziądz, Inowrocław, Brodnica, and Chełmno.

The Department of Social Affairs also provides specialized substantive consultations for members of municipal interdisciplinary teams and diagnostic-support groups working on domestic violence issues. These consultations take place twice a month.
