November session of the Regional Parliament

On Monday (24 November) at 11:00 a.m. at the Marshal’s Office in Toruń, the 18th session of the Regional Parliament will take place. Online broadcast from 11:00 a.m.

 

The session will begin with the ceremonial presentation of the Marshal of the Kujawsko-Pomorskie Region Award named after Professor Stanisław Salmonowicz, established by the Regional Executive Board in 2023. The initiative to create this distinction came from the academic community of Toruń and the local-government community of the Kujawsko-Pomorskie Region. The award is granted annually to a Polish researcher or research team for publishing a work of outstanding scientific merit in the field of legal history, constitutional history, cultural history, or contemporary history. This year, the award committee distinguished Professor Stanisław Wiech, PhD habil., for the work “Iosif Hurko (1828–1901). A Case Study in Applied Imperiology.”

 

Participants will also attend a demonstrative Oxford-style debate performed by participants of the project “Forge of Regional Leaders”, carried out by the “St. John Paul II Laboratory” at the Faculty of Theology of the Nicolaus Copernicus University in Toruń. The topic of the debate will relate to the issue of two-term limits for executive authorities.

 

Next, the Regional Parliament will examine information on the progress of the Territorial Policy under the European Funds for Kujawy and Pomorze 2021–2027 programme.

 

Councillors will also be presented with documents concerning cycling infrastructure in the region.

 

The formal part will begin with the consideration of a resolution establishing the rates of specific subsidies for Polregio SA, in connection with the need to determine the amount of subsidy per train-kilometre in the 2025/2026 timetable, i.e. from 14 December 2025 to 12 December 2026. The subsidy rates established by this resolution relate to the Bydgoszcz – Toruń – Otłoczyn – Ciechocinek service line, consisting of the Aleksandrów Kujawski – Bydgoszcz Główna section on railway line no. 18 (Kutno – Piła Główna) and railway line no. 245 (Aleksandrów Kujawski – Ciechocinek).

 

The agenda of the November session also includes a package of resolutions in the field of environmental protection and a resolution on the Cooperation Programme between the local government of the Kujawsko-Pomorskie Region and non-governmental organisations for 2026.

 

Councillors will also consider the adoption of a resolution defining the tasks of the regional government financed from the State Fund for the Rehabilitation of Disabled Persons (PFRON) in 2025. Under the resolution, financial resources transferred in 2026 by the President of the PFRON Management Board will be allocated to the following tasks:

  • co-financing construction works concerning facilities used for rehabilitation in connection with the needs of persons with disabilities, excluding the demolition of such facilities,
  • co-financing the costs of creating and operating vocational activity establishments,
  • tasks in the field of vocational and social rehabilitation of persons with disabilities commissioned to foundations and non-governmental organisations.

 

Later in the session, councillors will consider the adoption of a resolution concerning amendments to the Statute of the Regional Centre for Addiction and Co-Addiction Therapy in Toruń. The need for amendments arises from the merger of the State Agency for Solving Alcohol Problems—an institution cooperating with the Centre – and the National Bureau for Drug Prevention. These entities now form the National Centre for Addiction Prevention, with which cooperation has been incorporated into the updated wording of the Statute.

 

In addition, during the November session, the Regional Parliament will make changes to the composition of the social council of the Kujawsko-Pomorskie Pulmonology Centre in Bydgoszcz.
