Marshal Piotr Całbecki and member of the regional board Marek Wojtkowski participated today (19 May) in a meeting during which agreements were signed between the regional government, the General Directorate for National Roads and Motorways (GDDKiA) and representatives of local authorities on participation in the implementation of key road investments in the Toruń district. The ceremony in Lubicz Dolny was attended by Stanisław Bukowiec, Secretary of State at the Ministry of Infrastructure, Government Plenipotentiary for Combating Traffic Exclusion.

– These are investments expected by the inhabitants of Toruń and the whole of Toruń poviat, which will improve safety and make traffic flow more smoothly at these sensitive junctions,” said Marshal Piotr Całbecki, emphasising the key importance of cooperation between local and governmental parties in this type of investment.

The first agreement concerns the extension of national road No 91 between Toruń and Łysomice. It is about improving safety at the sensitive intersection of DK 91 with provincial road No. 552 and DK 91 with commune road 100640C in Łysomice. A two-level crossing is planned to be built at this location. The GDDKiA is responsible for preparing the documentation, obtaining a decision authorising the realisation of the road investment (ZRID), the cost of acquiring the property and exercising investor supervision. The cost of the construction works has been estimated at PLN 150 million, of which PLN 126 million will be covered by the GDDKiA and the remainder by the Kujawsko-Pomorskie voivodship government and the local governments of the Toruń poviat, the city of Toruń, the municipality of Łysomice, the city of Chełmża and the municipality of Chełmża. The investment is scheduled for completion in 2029.

Under the second agreement, two tasks will be carried out:

• extension of DK No. 10 through the construction of turbine roundabouts at the intersections of Warszawska and Dworcowa Streets in Lubicz Dolny and Warszawska and Lipnowska and Nowa Streets in Lubicz Górny,
• and widening of the bridge over the Drwęca River and extension of access roads.

The entire investment will consume nearly 120 million PLN. As in the first agreement, part of the costs (a total of 85 million PLN) will be covered by the national road manager. The remaining (35 million PLN) will be financed by the Kujawsko-Pomorskie voivodship government and local governments – the Toruń poviat, the city of Toruń, the municipality of Lubicz, the municipality of Obrowo and the municipality of Czernikowo. The investment will end in 2030.

The ceremony was also attended by the Deputy Head of the Chancellery of the Prime Minister, Grzegorz Karpiński, Deputy Minister of Justice Arkadiusz Myrcha, Senator Ryszard Bober and MP Zbigniew Sosnowski.
