Summary 2024: Impressive Progress of FEdKP, PROW Nearing Completion
EU funds continue to drive our economy and enable the implementation of key development initiatives. The rapid pace of our regional program, European Funds for Kujawy and Pomorze (FEdKP), and the remarkable outcomes of the Rural Development Program (PROW) are both reasons for satisfaction.
FEdKP: 40% Completion by Year-End
Nearly 500 signed contracts and a funding allocation of PLN 3 billion (41% of total funds) summarize the achievements of the 2021-2027 regional program by the end of last year. This high level of funding commitment, achieved within just a few months of signing the first grant agreement, is largely due to the substantial FEdKP funds allocated to the Kujawsko-Pomorskie Development Fund for low-interest and partially forgivable loans. The expected impact includes development investments by small enterprises and projects in energy modernization, renewable energy, and circular economy transformation.
The first loans—totaling 50 million PLN —were launched at the end of the year. They are aimed at small and medium-sized enterprises, particularly start-ups, companies planning to implement innovative solutions, or those looking to launch/expand exports.
Among the projects contracted last year are, among others, the creation of a network of new day-care homes for dependent elderly people (13 new ones plus the maintenance of 20 existing ones), revitalization and restoration work in the palace and park complex in Nawra near Toruń, export grants for small and medium-sized enterprises, purchases of equipment and fire trucks for volunteer fire departments, the establishment of local social service centers, deinstitutionalization solutions for the care system for dependent individuals in Toruń, and the expansion of the Academy of Applied Sciences in Włocławek.
Last year also saw an impressive pace in implementing the segment dedicated to local initiatives (CLLD – Community-Led Local Development). A total of 61 signed financing agreements for projects amount to 150 million PLN (65% of the allocation).
PROW in the Final Stretch
Last year marked the final rounds of our regional segment of the 2014-2020 Rural Development Program (PROW), which has been implemented nationwide with a delay beyond regional control. A total of 681 million PLN (100% of allocated funds) was contracted across 2,500 grant agreements. (In January 2025, we received additional funds for reserve list projects in the water and sewage management segment and expect further funding for the construction of retention reservoirs.)
PROW’s achievements in 2024 include:
- 9 km of new water pipelines
- 8 km of new sewage systems
- 159 new household sewage treatment plants
- 2 new municipal wastewater treatment plants
- 2 water treatment stations (one newly built, one modernized)
- 24 km of modernized local roads
- investments in 19 cultural facilities (including cultural centers and libraries)
- 149 public space investments (including sports fields, playgrounds, parks, and tourist infrastructure)
- 247 new businesses
- 296 new jobs
Among the financed investments are, for example, a fishing lodge by Lake Pakoskie in the Inowrocław County, new heating systems in five rural community centers in the Sępólno Krajeńskie municipality in the Sępólno County, the expansion of a playground in Zakrzewo in the Aleksandrów County, and the construction of small recreational architecture in Chocień in the Włocławek County.
