Regional Parliament Session

During Friday’s (June 19) session, the last before the summer recess, the Regional Parliament adopted a resolution entrusting the Wielkopolskie Region government with the organization of rail transport on the line running through Kcynia and Nakło nad Notecią. The adoption of the resolution is a step toward restoring passenger services on this route, responding to public expectations. More photos

Earlier, councillors reviewed a report on regional social welfare resources. The study, presented by Milena Skopińska, Director of the Regional Centre for Social Policy, includes an analysis of current social issues, a profile of support recipients, information on infrastructure and staffing, and financial expenditures. The report and Director Skopińska’s presentation show that our region is experiencing depopulation and significant demographic pressure. In practical terms, this means a high demographic dependency ratio (for every 100 people, 40 are of post-working age) and a low fertility rate (just over 1). This situation determines the main directions of social policy, which focuses, among other things, on supporting and activating older people and helping families with children balance parents’ professional and family responsibilities.

The Parliament also reviewed a summary of last year’s implementation of the public transport development plan, a report on the implementation of the Regional Development Strategy 2030+, and information on the progress of road investments carried out by the regional government.

Councillors also approved the regional government’s proposed amendments to the regional budget and the Multiannual Financial Forecast for 2026–2047.

Following a lengthy debate, the Assembly ultimately decided to announce its intention to amend the statute of the Provincial and Municipal Public Library in Bydgoszcz. These changes could ultimately lead to the closure of two library branches (Branch No. 12 on Ujejskiego Street and Branch No. 14 on Bohaterów Kragujewca Street). The closure of these branches was proposed by the City of Bydgoszcz in an effort to optimize expenditures from its own budget, and the final decision rests with the city authorities. Under the Libraries Act, responsibilities related to promoting reading belong to municipalities. The Bełza Library carries out these duties under an agreement between the regional government and the government of the City of Bydgoszcz. It is worth noting that both branches operate in poor premises that require comprehensive renovation and modernization.

The agenda also included resolutions on targeted grants for local governments. The Municipality of Izbica Kujawska will receive support for the Wietrzychowice Cultural Park; the City of Toruń for the cultural and educational project “Voices (Un)Obvious,” aimed at expanding the local cultural and educational offer; the City of Bydgoszcz for the construction of an athletics and sport shooting hall within the Zawisza sports complex; and Tuchola County for the reconstruction of a section of the Tuchola–Tleń road in Trzebciny.
