New EFKP Agreements: Social Infrastructure, Green Investments and Education

Marshal Piotr Całbecki and Member of the Regional Executive Board Marek Wojtkowski met today with beneficiaries of the European Funds for Kujawsko-Pomorskie (EFKP) regional programme during the traditional ceremony for the signing of project funding agreements. The value of the support awarded exceeds PLN 80 million. The largest allocation, nearly PLN 34 million, will finance investments in social support infrastructure, while the largest individual project is a PLN 41 million comprehensive environmentally focused modernisation of Włocławek’s municipal district heating infrastructure.

Thank you for all the carefully prepared projects, especially those involving investments in social infrastructure – projects that provide direct assistance to people in need. I am also pleased that we were able to allocate substantial funding for the modernisation of Włocławek’s heating infrastructure. Green and blue solutions are the right direction for development,” said Marshal Piotr Całbecki in his opening remarks.

The Włocławek project, for which the Municipal Heat and Power Company (MPEC) has been awarded nearly PLN 20 million from EFKP, includes, among other elements, the construction and installation of two gas-fired cogeneration units (combined heat and power plants), a heat pump, a gas-fired heating boiler, and new sections of the district heating network.

This concerns a hybrid heat source for the municipal heating network, located alongside the existing coal-fired facility. The gas engines will operate in cogeneration mode, producing not only heat but also electricity for the national grid. A peak-load oil-fired boiler will supplement the energy balance. In this way, we will reduce the amount of coal dust burned and consequently lower emissions of sulphur dioxide and other combustion by-products,” explained Dariusz Tomaszewski, President of the municipal heating company, ahead of the meeting.

Among the social support projects receiving funding is an initiative by the Toruń-based Dorotkowo Foundation, which plans to establish a social and economic support centre for people at risk of social exclusion, to be known as the Inclusive Culture Centre. The project includes the creation of dedicated facilities featuring a theatre hall with foyer and backstage area, rooms for individual and group activities, and a photography studio. The estimated cost of the project is PLN 12 million, with the EFKP grant covering half of this amount.

Our dreams are coming true. The Inclusive Culture Centre is a unique initiative dedicated to people with disabilities, but not exclusively. Through art, we want to bring together people with disabilities, seniors and the wider community. This project will allow us not only to create art within our own small environment but also to open our cultural offer to everyone, regardless of age. Our organisation was established by parents who have worked tirelessly for years to support their children and secure their future. Today, we provide services to more than 500 beneficiaries,” said Foundation President Katarzyna Minczykowska-Targowska in a conversation with journalists.
