Working Together to Build the Pakość Bypass | Województwo Kujawsko-Pomorskie

Preparations are getting under way for the construction of the Pakość bypass. The regional self-government, Inowrocław County and the Municipality of Pakość will work together on preparing the project documentation. Representatives of all three local authorities signed a letter of intent today (24 August) setting out their cooperation on the project.

The signing ceremony was attended by Marshal Piotr Całbecki, Chair of the Regional Assembly Elżbieta Piniewska, Member of the Management Board of the Region Marek Wojtkowski, Mayor of Pakość Michał Siembab, Deputy Starosta of Inowrocław County Henryk Procek and Member of the Inowrocław County Management Board Andrzej Skrobacki.

“The Pakość bypass is, above all, a response to the needs of local residents and a way of protecting the town’s unique heritage, including the Pakość Calvary. We are looking at more than 10 kilometres of new road and some demanding engineering challenges, but we have extensive experience in delivering projects of this kind. After years of discussions, it is time to turn this idea into concrete action and begin making it a reality,” said Marshal Piotr Całbecki.

“Today’s signing of the letter of intent is an important milestone, but there is still a lot of work ahead, including public consultations and discussions with residents about the importance of this project. For me, this is an important undertaking both for the development of Pakość and for protecting the cultural heritage of our region. I am also pleased that smaller communities can count on support as part of the region’s sustainable development policy. This project also demonstrates just how much can be achieved through effective cooperation between local authorities,” said Regional Assembly Chair Elżbieta Piniewska.

“This project represents a huge opportunity for Pakość. On the one hand, it will take heavy traffic out of the town centre, where it has been a nuisance for residents for years and has contributed to damage to the historic buildings. On the other, it will create new opportunities for economic development. Better road connections attract new businesses and investment. I am convinced that this road will give the centre of Pakość a new lease of life, while creating new opportunities for the town and the county as a whole,” said Mayor Michał Siembab.

Preparations are already under way to commission a technical, economic and environmental feasibility study. The study will define the project’s scope and estimated cost and will provide the basis for obtaining an environmental decision. It will also identify possible route options and their technical parameters. The bypass will be classified as a regional road.

The tender for preparing the study is planned for the turn of 2026 and 2027. The process will also include public consultations to help determine the most suitable route. The plan is to complete the study and obtain the environmental decision within two years.

The preparation of the project documentation will be jointly funded by the regional self-government, Inowrocław County and the Municipality of Pakość. The partners will also work together to secure national and external funding for the construction phase. The regional self-government will act as project leader, with the Regional Roads Authority in Bydgoszcz responsible for delivering the project on its behalf.

Road projects in Pakość

In recent years, a number of road projects have been completed in the Municipality of Pakość:

a 2.2-kilometre section of regional road No. 255 between Pakość and Jankowo was reconstructed;
roadside trees were replanted between Pakość and Barcin, with 150 trees planted;
EU funding was provided for the construction of a cycle path connecting Pakość and Barcin;
additional lighting was installed at pedestrian crossings along regional roads – the project is now nearing completion.

Preparations are also under way for the construction of a roundabout in Rybitwy, where regional road No. 251 meets the county road towards Janikowo. A permit for the implementation of the road project has already been issued.

Kujawsko-Pomorskie bypass construction programme

The regional self-government is steadily increasing funding for design and construction work under its regional bypass construction programme. The programme covers bypasses with a combined length of more than 70 kilometres. Its implementation over the coming years will require an investment of PLN 1 billion.

A record EUR 136 million has been allocated to the expansion and modernisation of road infrastructure under the region’s 2021–2027 regional programme. We have also secured PLN 170 million in national government funding for three bypass projects – in Brodnica, Rypin and Tuchola.
