Kujawsko-Pomorskie Region invests in bypass roads
We are continuing our regional bypass construction programme. We are currently finalising work on the design of the bypass for Sępólno Krajeńskie along regional road no. 241, and we have also signed a contract for the preparation of a technical, economic and environmental study for a solution aimed at improving traffic flow in Białe Błota in Bydgoszcz County.
“Our bypass construction programme is an important part of the ongoing modernisation of the regional road network. The new road systems will divert transit traffic away from towns and cities, improving safety, traffic flow and residents’ quality of life,” says Marshal Piotr Całbecki.
An important step towards the bypass of Sępólno Krajeńskie
We have submitted an application to the Voivode for a permit authorising the implementation of the road investment (ZRID), which will approve the new property divisions, enable land acquisition and form the basis for starting construction works on the Sępólno bypass. A cooperation agreement between the regional self-government and local authorities is also planned, defining the division of responsibilities and financing principles for the project. The investment will be financed using European Funds for Kujawy and Pomorze 2021-2027.
The 1.5-kilometre route runs through a corridor agreed during public consultations. The bypass will connect the village of Grochowiec (towards Nakło via regional road no. 241) with Siedlisko, where a roundabout is planned and where construction of the new alignment of national road no. 25 (the eastern section of the Sępólno Krajeńskie bypass) will begin. The bypass will also include a new viaduct over the railway line between Sępólno and Nakło.
The selected variant bypasses the photovoltaic farm on the northern side and additionally provides access roads to areas covered by the municipality’s local spatial development plan. The project is coordinated with the design and construction of the bypass along national road no. 25, financed through central government funds. The General Directorate for National Roads and Motorways (GDDKiA) is also in the process of obtaining the ZRID permit.

This year we have also planned several other road investments in Sępólno County:
- preparations are underway for the construction of the bypass of Więcbork (an application for a road investment permit has already been submitted),
- we will reconstruct another nearly 5-kilometre section of regional road no. 189 between Zakrzewska Osada and Witunia (a contract worth PLN 10.3 million has been signed with the contractor),
- pedestrian crossings along regional road no. 241 are being upgraded with additional lighting,
- preparations are underway for the reconstruction of the section of regional road no. 241 between Świdwie and Zboże,
- work continues on the design documentation for sections of regional road no. 189 in Sypniewo and regional road no. 241 in Zboże.
In recent months, cycling routes connecting Więcbork and Runowo have been opened to traffic. The investment was implemented by the Municipality of Więcbork using European Funds for Kujawy and Pomorze 2021 – 2027 made available by the regional self-government.
Work begins on a new road system in Białe Błota
Last week, we signed a contract with the Katowice-based company Trakt to prepare a technical, economic and environmental study for a road connection between Bydgoszcz and the junction of the S5 and S10 expressways in Białe Błota. The study will define the project scope and costs, analyse possible variants and enable the acquisition of environmental and construction approvals.
The Regional Roads Authority (ZDW), which has taken over the project from the Municipality of Białe Błota, is now leading the initiative. Local governments of Bydgoszcz County and the City of Bydgoszcz are also participating. Among other things, the designers will assess the justification for constructing a bypass and expanding the existing Regionalroad running through the village. Public consultations will be carried out in order to identify the best route option. Following the tender procedure and contract signing, preparation of the study and obtaining environmental approval are expected to take around 2.5 years.
In recent weeks, we have moved forward with several other projects:
- an environmental decision (DŚU) has been obtained for the bypass of Rypin,
- an application for a road investment permit (ZRID) has been submitted for the bypass of Więcbork,
- a contract has been signed for the preparation of a corridor study for the bypass of Łysomice,
- a tender has been announced for the construction of the bypass of Trląg,
- a roundabout in Żabno connecting the under-construction bypass of Mogilno with regional road no. 254 has been opened to traffic,
- renovation works on the bypass of Wąbrzeźno have been completed.
Kujawsko-Pomorskie bypass construction programme
The regional self-government is systematically increasing funding for design and construction works under the regional bypass construction programme. The programme includes bypasses with a total length of more than 70 kilometres. Its implementation over the coming years will cost approximately PLN 1 billion.
As part of the 2021–2027 regional development programme, we are allocating a record €136 million for the expansion and modernisation of road infrastructure. An additional PLN 170 million in central government funding has been secured for three bypasses: Brodnica, Rypin and Tuchola.
