March Session of the Kujawsko-Pomorskie Regional Parliament

On Monday, March 30 at 11:00 a.m., the 23rd session of the Kujawsko-Pomorskie Regional Parliament (7th term) will take place at the Marshal’s Office in Toruń, in the Władysław Raczkiewicz Hall.

During the session, a report on the state of public safety in the Kujawsko-Pomorskie Region in 2025 will be presented, along with information on the organization of the State Fire Service and the functioning of the fire and rescue system in the region. An additional report will cover the activities of the Voivodeship branch of the Association of Volunteer Fire Brigades of the Republic of Poland.

The agenda will also include a report on the implementation in 2025 of the “Voivodeship Programme for the Prevention and Resolution of Alcohol-Related Problems and Counteracting Drug Addiction in the Kujawsko-Pomorskie Region for 2022–2025.” In accordance with the Act of October 26, 1982, on upbringing in sobriety and counteracting alcoholism, the voivodeship board is required to prepare an annual report on the programme’s implementation and outcomes and submit it to the regional assembly by March 31 of the following year.

Next, information will be presented on the progress of road investments in the region as of February 28, 2026.

During the March session, councillors will consider adopting a resolution on granting subsidies for conservation, restoration, or construction works on monuments listed in the heritage register within the Kujawsko-Pomorskie Region. The draft resolution provides for 246 targeted grants totaling PLN 1,843,942.92.

The agenda will also include consideration and adoption of an amendment to the resolution on setting unit subsidy rates for operators providing public services in regional rail transport for the period from December 14, 2025 to December 12, 2026. The subsidy rates per train-kilometre are subject to indexation with each new railway timetable. The indexation will be based on three indicators:

  • the consumer price index (CPI), based on data published by the President of the Central Statistical Office;
  • the growth rate of the average monthly wage in the enterprise sector (excluding profit-sharing bonuses), also based on data from the Central Statistical Office;
  • for services on non-electrified lines: fuel price index; for electrified lines: electricity price index, based on data published by the President of the Energy Regulatory Office.

Additionally, the subsidy rate will be adjusted through a supplementary indexation clause related to significant changes in electricity prices.
