
We are building and designing new bypass roads
We continue our regional bypass construction program. Advanced construction works are underway in Mogilno. We have also announced a tender for the development of a technical, economic and environmental study for a solution to improve traffic flow in Białe Błota, Bydgoszcz County. At the same time, we are analyzing residents’ feedback regarding the Tuchola bypass project.
– Our bypass construction program is a necessary complement to the modernization of regional roads. In cities and towns where we cannot widen the roadway in a way that ensures the right level of safety, smooth traffic, and does not generate additional noise, we build bypasses that allow heavy transit to be diverted away from densely built-up residential areas – says Marshal Piotr Całbecki.
Mogilno – works halfway complete
The contractor for the Mogilno bypass has already completed nearly half of the physical scope of work. On the first supports of the flyover, beams with reinforcement have been installed. Concrete has been poured on 40% of the deck (3 out of 7 spans completed). On the Świerkówiec side, retaining walls are being built for the embankment that will carry the access road to the flyover. In Żabno, earthworks are underway in preparation for building a new roundabout that will connect the bypass with the provincial road. Completion of works is scheduled for next year.
The project also includes the construction of animal passages and pedestrian infrastructure near the new roundabout. More than 200 trees and nearly 2,000 shrubs will be planted along the road. The design also foresees a road monitoring station with cameras. The 1.5-kilometer stretch of Regional Road No. 254 will connect the existing roundabout in Świerkówiec with the village of Żabno, allowing transit traffic to be diverted also from the southern part of Mogilno.
The construction works are being carried out by Strabag. The investment, worth PLN 61.7 million, is co-financed with EU funds under the European Funds for Kujawy and Pomorze 2021-2027.
Białe Błota – tender for concept study
We have also announced a tender for the preparation of a technical, economic and environmental study for a connection between Bydgoszcz and the road junction on expressways S5 and S10 in Białe Błota. The study will define the scope and costs, propose solution variants, and make it possible to obtain environmental approval and consent for implementation. The project, previously piloted by the municipality of Białe Błota, is now led by the Regional Roads Authority, with participation from the Bydgoszcz County and the City of Bydgoszcz.
The designer will assess, among other things, the feasibility of building a bypass and upgrading the existing provincial road, which cuts through the town. As part of the project, public consultations will be held to identify the best solution. Once the tender is awarded and the contract signed, work on the study and securing environmental approval will take around 2.5 years.
Tuchola – solutions agreed
Work on the Tuchola bypass project, resumed in January this year, is also underway. In cooperation with the Polish Gas Company (PSG), we have developed a model that avoids conflicts with PSG’s planned infrastructure while complying with the environmental decision already issued.
In July, we organized an information meeting for residents with the participation of designers. The route, progress, and solutions regarding intersections and noise barriers were presented. The designer is currently analyzing the comments gathered during the meeting. We assume that at the beginning of next year the contractor will apply for a permit to carry out the road investment (ZRID).
The Tuchola bypass will be about 10 kilometers long and will divert transit traffic from the city center, the Rudzki Most district, and the village of Bladowo. It will run along the south-western side of the city. The estimated cost is PLN 126 million, of which PLN 75 million will come from the Government Road Development Fund.
Kujawsko-Pomorskie bypass program
In the new EU perspective, we have secured a record allocation of over €136 million for road development and modernization. For bypass construction, we have obtained nearly PLN 170 million from central funds. We have also signed a number of agreements with local governments for co-financing. We are working on the documentation necessary for further modern routes, with projects at various stages of advancement:
- Brodnica – awaiting permit (ZRID) after resubmitting the project
- Więcbork – project in progress
- Rypin – public consultations held, environmental decision in progress
- Lisewo – project documentation update
- Chełmża – consultations held, concept in progress, environmental approval underway
- Golub-Dobrzyń – consultations completed, concept in progress, environmental approval underway
- Radzyń Chełmiński – consultations completed, concept in progress, environmental approval underway
- Sępólno Krajeńskie – project nearing completion, coordinated with GDDKIA
- Trląg – planned alongside reconstruction of Provincial Road No. 255, preparations for construction tender
- Łysomice – preparations for a corridor study tender in cooperation with other road authorities
