
Wąbrzeźno Bypass to Be Like New
A comprehensive modernization of the Wąbrzeźno bypass—the first built along regional roads using EU funds—is ahead. The tender for selecting a construction contractor is currently underway. The investment will be financed from the regional budget.
“We’re not only building new bypasses but also maintaining the high standard of our existing infrastructure. Our oldest bypass in Wąbrzeźno has been relieving residents from noise and congestion and shortening daily journeys for drivers. After 20 years of use, it requires modernization to continue fulfilling its function. Once renovated, it will remain a safe and comfortable route, making it easier, among other things, to reach the highway,” emphasizes Marshal Piotr Całbecki.
The Wąbrzeźno bypass was constructed in 2005–2006. The project included building the road, shoulders, intersections (including three roundabouts), a drainage system, street lighting, and relocation of conflicting utilities. The nearly 8-kilometer route, part of Regional Road no. 534 and no. 548, fully redirected transit traffic away from the city center. In 2015, an additional safe roundabout was added at the junction with Kętrzyńskiego Street. The total investment exceeded 26 million PLN.
The modernization work will include:
- Improving the technical parameters of the road
- Restoring the original road surface (with a reinforcing fiberglass mesh between new layers)
- Renovating existing intersections and driveways
- Repairing existing road shoulders
- Improving drainage elements by repairing culverts, re-profiling, restoring, cleaning, and shaping ditch slopes
- Repairing pedestrian paths (new base and relaid concrete paving blocks)
- Restoring vertical and horizontal road markings (thick-layer)
- Installing road safety elements
The project will also include repairs to the truck apron rings in the central islands of three roundabouts (Chełmińskie, Bydgoskie, and Toruńskie). A 20-centimeter-thick reinforced concrete surface will be used to minimize damage in these critical areas. Once a contractor is selected, the work is expected to take approximately 4 months.
This year, a 3-kilometer section of Regional Road No. 551 between Orzechowo and Ryńsk in Wąbrzeźno County is also scheduled for reconstruction. A contract has been signed with the contractor—Onde. The contract value is 5.3 million PLN.

9 Bypasses Completed
During the 2007–2013 EU funding period of our Regional Operational Program, seven bypasses were built, totaling about 21 km in length. These investments were worth over 200 million PLN. In the next EU funding cycle (2014–2020), along with the modernization of Road No. 240, the Płazowo bypass in Tuchola County and the Lubraniec bypass on Road No. 270 were constructed.

More Bypasses on the Way
In the new EU financial perspective, we’ve secured a record-breaking allocation of over 136 million euros for road infrastructure expansion and modernization. Additionally, we’ve obtained nearly 170 million PLN from central government funds for bypass construction. Several co-financing agreements have also been signed with local governments.
Currently under construction is the second stage of the Mogilno bypass. Documentation work for 12 more modern routes is in progress at various stages of advancement:
- Brodnica – awaiting road investment implementation permit (ZRID) after resubmitting the project
- Więcbork – project design in progress
- Rypin – public consultations held; environmental decision pending
- Lisewo – project documentation being updated
- Chełmża – consultations completed; conceptual work and environmental decision process underway
- Golub-Dobrzyń – consultations completed; conceptual work ongoing; environmental decision in progress
- Radzyń Chełmiński – consultations completed; conceptual work in progress; environmental decision preparations underway
- Sępólno Krajeńskie – design work nearly complete, coordinated with GDDKiA
- Trląg – planned alongside the reconstruction of Regional Road No. 255; tender preparations in progress
- Tuchola – project design underway
- Białe Błota – preparing tender for the technical-economic-environmental study
- Łysomice – preparing tender for corridor study in coordination with other road managers
