Region Parliament Adopts the 2026 Budget

During today’s session (19 December), the Region Parliament adopted the regional budget for the coming year and the Multiannual Financial Forecast for 2026-2047. The main parameters of the budget resolution are PLN 2.1 billion in revenues, PLN 2.5 billion in expenditures, and a deficit of PLN 403 million. The Regional Audit Office and the Parliament’s Budget and Finance Committee issued positive opinions on the document.

Speaking with journalists before the start of the session, Marshal Piotr Całbecki announced that the coming year will be another one with record-high budget spending and record investment levels. Among the key investments, which will account for 40% of total budget expenditures, he listed, among others, the expansion of Opera Nova and the Pomeranian Philharmonic, the expansion of the Popiełuszko Hospital in Włocławek, hospital investments in Bydgoszcz (the Oncology Center, the Pulmonology Center, and the infectious and observation hospital), as well as the construction of a complex of specialist outpatient clinics at the Combined Hospital in Toruń. The lion’s share of expenditures is allocated to transport and roads. “This is a very good budget. I am convinced that by the end of next year the planned deficit will be significantly reduced – to PLN 100 million or even less,” he emphasized.

In the vote, the budget resolution was supported by the Civic Coalition and the Third Way – Polish People’s Party – Poland 2050 caucuses. Councillors from the opposition Law and Justice caucus voted against it.

Today, the Regional Parliament also adopted two important positions: an appeal to the government to include the construction of the eastern bypass of Bydgoszcz in investment plans for the Via Pomerania road, and a position concerning the expansion of underground fuel storage facilities in Kujawy as strategic reserves to be created in the event of threats to state security. It also approved entrusting the Pomorskie Region with the revitalization of our section of the international E70 inland waterway and authorized the Regional Executive Board to conclude next year’s contracts with public bus transport operators.

The agenda also included, among other items, information on the implementation of road investments and a report on the execution of the region environmental protection program.

At the beginning of the session, scouts from the Kujawsko-Pomorskie District of the Polish Scouting and Guiding Association presented the gathered participants with the Bethlehem Light of Peace. “Nurture goodness within yourself” is this year’s motto of the traditional scouting relay, in which the flame symbolizing peace, love, and hope is carried from the Grotto of the Nativity in Bethlehem to places all over the world.
