Support for People Affected by Domestic Violence
The Kujawsko-Pomorskie “Blue Line” helpline operates under the free phone number 800 154 030. Legal and psychological consultants are available for in-person meetings in Toruń. It is also possible to receive legal advice on designated days during monthly sessions held in six other cities across the region.
The Blue Line is staffed daily by a lawyer and a psychologist who provide assistance with issues related to domestic violence and family problems. Support is available, among others, to individuals seeking advice on matters such as parental authority, arrangements for personal contact with a child, child support, and addiction-related issues. Consultants are on duty every day, including weekends and public holidays, from 5:00 p.m. to 9:00 p.m.
The Kujawsko-Pomorskie Blue Line is supervised by the regional government, which funds its operation in cooperation with 140 municipalities.

Legal consultants also hold office hours outside Toruń. Once a month, specialists are available in Bydgoszcz, Włocławek, Grudziądz, Inowrocław, Brodnica, and Chełmno.

The Department of Social Affairs also provides specialized consultations for members of municipal interdisciplinary teams and diagnostic-support groups dealing with domestic violence issues. These consultations are held twice a month.
