Session of the Regional Parliament | Województwo Kujawsko-Pomorskie

The 10th session of the provincial assembly of the 7th term of office will be held next Monday (17 March). Online broadcast on the day of the event from 11 a.m.

In connection with the recent third anniversary of Russia’s criminal aggression against Ukraine, the session will be opened with a performance by the ‘Szmaragdy’ choir, operating at the Ukrainian community centre in Bydgoszcz. This will be an expression of the unity of the inhabitants of our region with the fighting Ukrainian nation.

Councillors will then be presented with information on the state of public safety in the Kujawsko-Pomorskie voivodship in 2024 and information on the state of organisation of the State Fire Service and the functioning of the rescue and firefighting system in our region.

Councillors will also be presented with a report on the implementation in 2024 of the ‘Provincial Programme for Prevention and Solving of Alcohol Problems and Counteracting Drug Addiction in the Kujawsko-Pomorskie voivodship for 2022-2025’. Pursuant to Article 4 (5) of the Act on Upbringing in Sobriety and Counteracting Alcoholism of 26 October 1982, the regional government prepares a report on the implementation of the provincial programme for prevention and solving of alcohol problems and counteracting drug addiction and the effects of its implementation in a given year, which it submits to the provincial parliament by 31 March of the year following the year to which the report refers.

Next, councillors will be acquainted with information on the status of road investments in the Kujawsko-Pomorskie voivodship as at 28 February 2025.

The part of the session devoted to reports will be completed by a report on the implementation of the Programme for the Care of the Monuments of the Kujawsko-Pomorskie voivodship for 2021-2024 in 2023-2024. The Programme for the Care of the Monuments of the Kujawsko-Pomorskie voivodship for 2021-2024 was adopted for implementation by resolution 31/451/21 of the Kujawsko-Pomorskie voivodship assembly on 26 April 2021. The document serves to improve the state of preservation of the cultural environment. It presents organisational and financial as well as educational solutions to achieve this goal.

The Sejmik will consider a draft resolution on granting subsidies for conservation, restoration or construction works to monuments entered in the register of monuments located on the territory of the Kujawsko-Pomorskie voivodship in the scope of a call for applications submitted by 15 December 2024. The draft resolution provides for the granting of 213 targeted subsidies in the total amount of PLN 1,854,450.01.

In addition, the subject of the meeting will be the consideration and adoption of a resolution on entrusting the municipality of Ciechocin with the public task – management of provincial road No. 569 between Golub-Dobrzyń – Ciechocin – Dobrzejewice – national road No. 10 in connection with the implementation of the task entitled: ‘Construction of a cycling path in Elgiszewo – stage I’. The construction of a cycle path in Elgiszewo will improve the safety of road users, above all cyclists travelling along the section in question.

Councillors will also consider a draft resolution on changes to the statute of the Voivodeship Roads Authority in Bydgoszcz. In relation to the current content of the statute it is necessary to update and introduce a number of new obligations of road managers in connection with changes in the content of the Act of 21 March 1985 on public roads and a change of the organisational structure aimed at further improvement and unification of the work of field units. Legislative changes will also be made to the statutes to update the legal basis.
