Road budget for 2026 – a series of new investments

This year, the regional self-government has secured more than PLN 620 million for the modernisation of the Kujawsko-Pomorskie road network. These funds will help maintain a strong pace of investment delivery – more than 100 kilometres of roads per year.

“Modernised roads, new roundabouts, comfortable bypasses, cycle paths, safe and well-lit pedestrian crossings – the effects of our work are visible at every step. We effectively use external funding obtained, among others, from the European Funds for Kujawy and Pomorze. The largest new task will be the construction of the Brodnica bypass,” says Marshal Piotr Całbecki.

We will complete the largest investments

The largest share of funds – over PLN 400 million – will go towards continuing investments launched in previous years:

  • modernisation of Regional Road No. 268 Brzezie – Brześć, length 10 km, Włocławek County,
  • construction of Stage II of the Mogilno bypass along Regional Road No. 254, length 1.6 km, Mogilno County,
  • expansion of Regional Road No. 551 Strzyżawa – Nowy Dwór, 3.2 km, Bydgoszcz County,
  • expansion of Regional Road No. 563 Rypin – Stępowo, 7.6 km, Rypin County.

In implementing this group of tasks, we are using external funding obtained from the European Funds for Kujawy and Pomorze for 2021-2027 and from government sources.

Further new tasks

We will also launch a number of new, long-awaited investments. The group of major projects will include, among others:

  • expansion of Regional Road No. 244, Jastrzębia Street in Żołędowo, length 3.3 km, Bydgoszcz County – we are already preparing to sign a contract with the contractor,
  • expansion of Regional Road No. 204, Garbary Street in Solec Kujawski, length 1 km, Bydgoszcz County,
  • expansion of Regional Road No. 299, Piasta Street in Gniewkowo, length 1 km, Inowrocław County.

We will implement further tasks under the Marshal’s programme to eliminate dangerous spots on roads. For this purpose, we will also use the European Funds for Kujawy and Pomorze for 2021-2027. They will help, among others, to complete the construction of the roundabout in Barcin (Żnin County) and begin works on the roundabout in Żołędowo (Bydgoszcz County).

We are preparing to launch additional funds for further roundabouts for which we are obtaining building permits, including in Rzadkwin (Mogilno County) and in Osno (Aleksandrów County).

In addition, we will continue on a large scale the programme of resurfacing Regional Roads. We have secured more than PLN 163 million for this purpose. The works are combined, among others, with the construction of road shoulders, replacement of road markings, and the building of bus bays or platforms. This type of modernisation has been planned first of all, among others, on:

  • Regional Road No. 543, section Lembarg – Wichulec, length 4.2 km, Brodnica County,
  • Regional Road No. 243, section Drzewianowo – Prosperowo, length 5.2 km, Bydgoszcz and Nakło counties,
  • Regional Road No. 649, section Kiełbasin – Sierakowo, length 7.8 km, Golub-Dobrzyń County,
  • Regional Road No. 252, section Pławinek – Radojewice, length 4.1 km, Inowrocław County,
  • Regional Road No. 412, section Rożniaty – Kobylniki, length 2.5 km, Inowrocław County,
  • Regional Road No. 554, section Moszczonne – Kikół, length 5.3 km, Lipno County,
  • Regional Road No. 557, section Janiszewo – Makówiec, length 5 km, Lipno County,
  • Regional Road No. 557, section Nadróż – Nowy Kobrzyniec, length 5 km, Rypin County,
  • Regional Road No. 189, section Zakrzewska Osada – Witunia, length 4 km, Sępólno County,
  • Regional Road No. 214, section Lipniki (two sections within the region), length 2 km, Świecie County,
  • Regional Road No. 248, section Zbrachlin – Topolno, length 3.2 km, Świecie County,
  • Regional Road No. 272, section Belno – Sulnowo, length 2.2 km, Świecie County,
  • Regional Road No. 553, section Różankowo – Łubianka, length 6.3 km, Toruń County,
  • Regional Road No. 241, section Wieszczyce – Pamiętowo, length 3.6 km, Tuchola County,
  • Regional Road No. 551, section Nielub – Wąbrzeźno, length 2.1 km, Wąbrzeźno County,
  • Regional Road No. 251, section Murczyn – Młodocin, length 5.2 km, Żnin County.

Bypasses will divert heavy transit traffic

Part of the funds has been secured to continue work under the regional bypass construction programme. In addition to finalising construction works on the Mogilno bypass, we are preparing tenders for the construction of the Trląg bypass along Regional Road No. 255 and the Brodnica bypass along Regional Road No. 544, for which in recent days we have received the permit to implement the road investment. We also have applications ahead of us for permits to implement the road investment for the Tuchola bypass.

We are restoring roadside tree avenues

We are also allocating part of the European funds to continue the roadside tree avenue restoration programme. This year, PLN 1.2 million will be allocated for this purpose. These funds will help restore tree stands, among others:

  • along Regional Road No. 251 (Żnin and Inowrocław counties),
  • along Regional Road No. 551 (Chełmno and Toruń counties),
  • along Regional Road No. 550 (Chełmno County).

In recent years, a number of plantings have been carried out along Regional Road No. 553 Toruń – Wybcz and No. 266 Ciechocinek – Zakrzewo.

We are working on launching further projects.

We will improve safety

This year we will also complete works related to improving lighting at pedestrian crossings. The entire package of tasks will include lighting upgrades for 249 pedestrian crossings and 27 bus stops located across the region. Some of the safety improvement tasks will be carried out under agreements with local governments or as part of the Self-Government Road Initiative. Routine maintenance of Regional Roads will cost nearly PLN 90 million.

By decision of the Marshal’s Office, the General Directorate for National Roads and Motorways (GDDKiA), Bydgoszcz Branch, has been obliged to limit the impact of traffic noise along the S5 expressway on the section Nowe Marzy – Świecie – Bydgoszcz – Cotoń. Noise barriers will be built along the expressway in 19 localities:

  • Wiąg, Świecie, Gruczno (Świecie municipality),
  • Niewieścin (Pruszcz municipality),
  • Osówiec, Pawłówek (Sicienko municipality),
  • Bydgoszcz,
  • Lisi Ogon, Murowaniec, Kruszyn Krajeński (Białe Błota municipality),
  • Zamość, Łachowo, Smolnik, Szubin, Kowalewo (Szubin municipality),
  • Brzyskorzystewko (Żnin municipality),
  • Rogowo, Cotoń, Bożacin (Rogowo municipality).

Record spending

We are allocating more than PLN 2 billion for the regional programme to modernise Regional Roads over the coming years. Under the European Funds for Kujawy and Pomorze 2021-2027 (FEdKP 2021-2027), we are allocating EUR 136 million for road investments, including, among others, our regional bypass construction programme. For some tasks related to the expansion of road infrastructure, we will also use central government co-financing obtained (approx. PLN 170 million for bypasses and around PLN 450 million for the expansion of other roads).
