At a meeting on Monday (27 May), the regional government gave a vote of confidence and discharge to the regional government. During the session, the report on the state of the voivodeship was presented by Marshal Piotr Całbecki, and the report on the implementation of the budget for last year was presented by the voivodeship treasurer, Dr Paweł Adamczyk.

At the end of last year, the voivodeship budget closed with a revenue of nearly PLN 2 billion (to be precise, PLN 1,933 million), and an expenditure of PLN 1,763 million, with a budget surplus of PLN 170 million. It should be recognised that we ended 2024 with a very good budgetary and financial result. Total revenues reached 100.16 per cent of the annual plan. A significant source of revenue was our share of personal and corporate income taxes. 40 per cent of our last year’s expenditure was on investments.

The year 2024 was a year of challenges and undoubted successes in Kujawsko-Pomorskie. The greatest successes undoubtedly include the installation of state-of-the-art, world-class technology in the form of surgical robots in our hospitals, by all means successful international cultural events (Bydgoszcz Music Festival, Bydgoszcz Opera Festival, Camerimage Festival and the Kontakt theatre festival), record-breaking expenditure on modernising the road network, the satisfactory pace of implementation of our regional programme and the start of the Marshal’s civic budget with a segment targeted at young people, promising lobbying in Brussels in the interests of Kujawsko-Pomorskie agriculture, the continued expansion of Opera Nova, the start of the reconstruction of the palace complex in Nawra and the decision to start the expansion of the Pomeranian Philharmonic. We invested more than half a billion PLN in the modernisation of the road network last year. The result is 110 kilometres of roads put into use, the standard of which we can be satisfied with.

The vote of confidence was first taken on the regional government. The resolution was supported by the clubs of the Civic Coalition and the Third Way of the Polish People’s Party – Poland 2050, the Law and Justice club voted against. Also in the vote on the discharge, the councillors of the KO and the Trzeciej Drogi PSL clubs voted in favour, the councillors of the Law and Justice club voted against.

The regional parliament also approved a report on the implementation of the regional government’s programme of co-operation with non-governmental organisations and the programme of care for historical monuments for 2025-2028, and accepted financial support for the local government of Toruń for the organisation of Toruń One-Actor Theatre Meetings and for the Żnin Narrow Gauge Railway and Wietrzychowice Cultural Park. He also nominated candidates for the council of the regional branch of the National Health Fund – they are Professor Magdalena Osińska, an economist who heads the Department of Economics at Nicolaus Copernicus University, and Dr Adam Rejmak, rector of the Kujawsko-Pomorska Szkoła Wyższa in Włocławek from 2020 to 2022, who later became, among other things, head of a department in the Włocławek County Office.

In connection with the celebrations of the 1000th anniversary of the coronation of Bolesław Chrobry, the councillors listened to a historical lecture by Małgorzata Jarocińska entitled ‘And it happened in the year of our Lord 1025’ before the start of the meeting proper.
