Regional Parliament Session

During Monday’s session (October 27), the Regional Parliament is expected to adopt a resolution on transferring the former infectious diseases hospital complex on Krasińskiego Street in Toruń to the Czochralski Centre (to be used for laboratories and workshops), as well as to approve amendments to the rates for railway operators and the criteria for allocating Labour Fund resources to counties. The session will be broadcast live on Monday starting at 11:00 a.m.

The meeting will open with a presentation by Katarzyna Wojciechowska, the regional consultant in child and adolescent psychiatry, devoted to a holistic approach to mental health. Councillors will also hear a report on the implementation of educational tasks in provincial educational institutions for the 2024/2025 school year. The report includes data on the results of the eighth-grade, matriculation, and vocational exams, as well as actions taken to support students with special educational needs.

The new rates for railway operators providing regional services result from the long-term contractual obligation to adjust them according to macroeconomic indicators. The rates effective from December 14, 2025, to December 12, 2026, will increase by 1% (for services operated by Arriva) and 4% (for services operated by Polregio).

The agenda also includes a draft resolution on the contribution of a non-cash asset (an in-kind contribution) by the regional government to the Kujawsko-Pomorskie Science and Technology Centre named after Professor Jan Czochralski — a regional company. The contribution will consist of the former infectious diseases hospital complex in Toruń. After renovation, adaptation, and modernization works, laboratories and research and implementation workshops will be established there. The contribution will also increase the company’s capital.

The Parliament will also discuss the criteria for determining the amounts of Labour Fund resources to finance forms of assistance and optional tasks to be carried out next year by the counties. The adopted criteria should take into account local conditions and the implementation of the region’s labour market policy objectives.
