
The regional parliament held a session
The agenda of yesterday’s (23 June) meeting of the regional parliament included a debate on a possible revision of the statistical division of the region in connection with a motion on this matter supported by the Kujawsko-Pomorskie voivode and submitted to the Statistical Office of the European Commission (Eurostat) by the Mayor of Bydgoszcz. The proposal of the Bydgoszcz local government concerns changes in the statistical division at the NUTS3 level (Nomenclature of Territorial Units for Statistics, classification of territorial units for statistical purposes, the level of so-called subregions). Bydgoszcz wants to replace the current Bydgoszcz-Toruń subregion with two: Bydgoszcz (Bydgoszcz and Bydgoszcz County) and Toruń (Toruń and Toruń County). In the opinion of the city authorities, this better reflects reality and better serves the development of the city (because statistical analyses are taken into account by investors, among others). The regional government consistently maintains that the current state of affairs is appropriate, because the statistical picture summarising the potential of both provincial capitals serves the development of the region as a whole. We believe that the proposal put forward by Bydgoszcz would weaken the statistical image of both Bydgoszcz and Toruń, as well as the image of the province, which could have negative effects, including in the economic sphere.
‘It would be detrimental to the development interests of the province, because our position [as a region] would significantly decline in many rankings,’ emphasised Marshal Piotr Całbecki in his speech.
Speaking after the host of the province, President Rafał Bruski said that the submitted application is not against anyone, it is only about the numbers that will allow the authorities of Bydgoszcz, state institutions, business partners and private individuals to properly assess the potential and opportunities offered by the city. He emphasised that the document, which has already been sent to Eurostat via our Central Statistical Office, has been approved by Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy.
The conclusion of this part of the debate was an appeal by Marshal Piotr Całbecki to end the dispute on this issue, as the final decision will be made by Eurostat. ‘Our established position on this matter will not change,’ he said.
In the reporting part of the session, the regional council was presented with:
- the state of social assistance resources
- a report on the implementation of the regional plan for sustainable development of public transport
- the state of implementation of road investments
- a report on the implementation of the Province Development Strategy 2030+
The regional council approved changes to the regional budget and the long-term financial forecast for 2025-2042 and authorised the regional government to grant a subsidy to the local government of Bydgoszcz to co-finance this year’s Prapremier Festival, as well as to take out a long-term loan from Bank Gospodarstwa Krajowego for the purpose of improving energy efficiency and modernising the Marshal’s Office building. Marshal Piotr Całbecki informed journalists before the session that on the latter issue, ‘we have already dotted the i’s and crossed the t’s’ and only certain issues related to public safety remain to be finalised – as part of the investment, a shelter for residents in case of danger will be built (a similar facility is also to be built as part of the investment in Jordanki).
In connection with the preparations for the 2026 World Indoor Athletics Championships in Kujawsko-Pomorskie, a package of resolutions was adopted on funds from the provincial budget for necessary investments in sports infrastructure. These include:
- modernisation of the tennis court hall in Toruń
- comprehensive modernisation of the Toruń Arena
- construction of an athletics and shooting hall in the Zawisza complex in Bydgoszcz
- modernisation of existing facilities in the Zawisza complex.
The regional parliament approved the 2025 regional sports facility development programme. The inclusion of investments in the programme’s ranking list is the basis for submitting applications for their co-financing from the Physical Culture Development Fund.
