Discharge Session of the Regional Parliament

During Monday’s session, the Regional Parliament granted a vote of confidence and approved the discharge for the regional executive board. The report on the state of the region was presented by Marshal Piotr Całbecki, while the report on the implementation of the regional budget for the previous year was delivered by Regional Treasurer Paweł Adamczyk.

By resolutions adopted today, the assembly awarded the Honorary Badge for Merits to the Region to Stefan Pastuszewski — a writer, journalist, community activist, local government official and politician, as well as a participant in the anti-communist democratic opposition — and to the PTTK Branch in Kruszwica for its activities in protecting cultural heritage and promoting the region’s tourist attractions.

In his address, Marshal Piotr Całbecki summarized the activities of the regional self-government administration over the past year, discussing the implementation of the regional programme European Funds for Kujawsko-Pomorskie (522 project financing agreements worth nearly PLN 2 billion in total, ranking first in the country), as well as programmes dedicated to rural areas and agriculture, key investments, projects in the field of social policy and economic support, and activities within European Union institutions. In conclusion, he stated that 2025 had been a good year for the region.

The debate on the report preceded the vote of confidence. On behalf of the Civic Coalition councillors’ club, Robert Malinowski spoke, highlighting the commitment of the regional executive board and the effectiveness of the Marshal’s administration. On behalf of the second-largest councillors’ club, Law and Justice, Wojciech Jaranowski delivered a speech. The Third Way Polish People’s Party – Poland 2050 club was represented in this part of the debate by Deputy Chair of the Assembly Przemysław Sznajdrowski, who spoke about the consistency and effectiveness of the regional executive board’s actions in support of the balanced development of the region. In the vote, the Civic Coalition and Third Way PSL–Poland 2050 clubs supported the motion of confidence, while the Law and Justice club voted against it.

The discharge approval was based on the parliament’s adoption of the region’s financial statements and the report on the implementation of the regional budget for the previous year.

In this case as well, the vote was preceded by a debate. The assembly’s councillors’ clubs were represented by Councillor Michał Czepek (Civic Coalition), Councillor Marek Gralik (Law and Justice), and Councillor Paweł Zgórzyński (Third Way PSL–Poland 2050). Earlier, the report on budget implementation had been reviewed by the assembly’s substantive committees, the Assembly Audit Committee, and the Regional Chamber of Audit. All opinions were positive, and the Audit Committee recommended granting the discharge. The Civic Coalition and Third Way PSL–Poland 2050 clubs voted in favour, while the opposition Law and Justice club voted against.

The parliament also approved amendments to the region’s multiannual financial forecast for 2026–2047 and to the 2026 regional budget; financial support for the 2026 Festival of World Premieres theatre festival and the International Music Festival Stacja Aleksandrów; grants for sports investments, including projects carried out under the Kujawsko-Pomorskie Small Sports Infrastructure programme; the purchase of a property at 13 PTTK Street in Golub-Dobrzyń (a developed plot adjacent to the castle, where the regional government plans to establish a branch of the future agricultural museum); and the initiation of work on a plan for accelerated development areas for photovoltaic installations. Under the Act on the Promotion of Electricity from Renewable Energy Sources, the region is required to designate areas for the accelerated development of installations producing green and blue energy; the plan will constitute an act of local law.
