Prime Minister in Ostaszewo: “What’s Polish comes first!”
Polish companies should be the first choice in public procurement wherever possible, and the government will consistently support the process of repolonizing the Polish economy, while respecting European Union rules and the European single market, announced Prime Minister Donald Tusk today (April 9) in Ostaszewo near Toruń. At the headquarters of Apator, the Prime Minister and Minister of State Assets Wojciech Balczun presented new regulations and recommendations that will form the basis of Poland’s local content practice. The conference was also attended by Marshal Piotr Całbecki.
“In short, this is a matter of Polish sovereignty. (…) There is no turning back from the repolonization of Polish industry and the Polish economy (…), which in this case is called local content. (…) This is absolutely key in a world so uncertain, so exposed to regional and global conflicts, where sovereignty directly affects the security of the state and every citizen,” the Prime Minister said, addressing an audience of CEOs of major State Treasury companies and local government officials from our region. He emphasized that there is no question of violating the principles of the European single market.
Minister Wojciech Balczun noted that soft measures and recommendations that comply with EU rules are already successfully applied in France and Germany, where public procurement places strong emphasis on elements such as local employment, involvement of local subcontractors, local experience, and locally paid taxes.
“In our case, local content means the value of goods or services produced or provided by a domestic entity. (…) We operate within the EU ecosystem, we are very proud of this and respect the rules, but we want everything identified as local content to be as firmly rooted in the national reality as possible,” he emphasized.
The presentation outlined the criteria for local content as follows:
- Owner – headquartered in Poland
- Main activity carried out in Poland
- Tax residence in Poland
- More than 50% of employees pay taxes and social security contributions in Poland
- Headquarters in Poland (KRS/CEIDG) with uninterrupted operations for at least 3 years
Minister Balczun announced that a code of good practices in this field will be created shortly. The government also intends to appoint plenipotentiaries responsible for implementing the local content principle in State Treasury companies and to monitor its application by local governments.
The agreement signed today in Ostaszewo between Apator and the State-controlled energy company Enea for the production of remotely readable electricity meters was described by Prime Minister Tusk and Minister Balczun as a model example of local content practice.
