Our Regional Government Among the Top in the “Wspólnota” Ranking

The Kujawsko-Pomorskie Voivodeship ranked among the top in the 2022–2024 investment expenditure ranking of Polish local governments, coming in as the fourth-best region in the country, after Podkarpackie, Zachodniopomorskie, and Lubusz, and ahead of Mazowieckie and Pomorskie. Local government investments are analyzed annually by researchers from the Wrocław University of Environmental and Life Sciences and the University of Warsaw, with the results published by the local government magazine Wspólnota.

– “Our high position in the nationwide ranking confirms that the development strategy we have adopted is producing tangible results. For years, we have been consistently investing in healthcare, road infrastructure, public transport, education, and culture,” says Marshal Piotr Całbecki. “We continue implementing the ‘Medical Century’ package, expanding the Voivodeship Specialist Hospital in Włocławek, and preparing for work at the Oncology Center in Bydgoszcz. We are also focusing on transport: from purchasing railway and bus rolling stock to infrastructure investments. From our regional operational program, we will acquire five new Elf trains, and two more through the Polish Deal program. Funds from the EU Recovery Program will also be invested in low-emission buses. Over the coming years, we are allocating PLN 2 billion to modernize voivodeship roads in Kujawsko-Pomorskie. We are also proudly supporting projects of our flagship institutions: work is progressing on the construction of the fourth ring of Opera Nova, we are designing a large stage for the Kujawsko-Pomorskie Musical Theater in Toruń, and we have announced a tender for the expansion of the Pomeranian Philharmonic in Bydgoszcz. Our actions are based on long-term planning, and thanks to effective acquisition and use of European and national funds, we can implement ambitious projects that improve residents’ quality of life.”

The ranking was prepared by Prof. Paweł Swieniewicz, Director of the National Institute of Local Government, professor at the Institute of Spatial Economy, Wrocław University of Environmental and Life Sciences, and Dr. Julita Łukomska, Deputy Director of the National Institute of Local Government, assistant professor at the Department of Development and Local Policy, University of Warsaw. They took into account the total capital expenditures incurred by local governments over the last three years (2022–2024).
