Session of the Regional Parliament
Professor Stanisław Wiech from Jan Kochanowski University in Kielce received the Marshal of the Voivodeship Award named after Professor Stanisław Salmonowicz during today’s (November 24) session of the Regional Parliament. The session agenda also included, among other items, the subsidy rates for the Polregio company, which will operate rail connections to Ciechocinek starting in mid-December.
The Professor Stanisław Salmonowicz Award was established by the regional board in 2023. The initiative was supported by academic circles in Toruń and local government institutions of the voivodeship. It is awarded annually to a Polish researcher or research team for publishing a work of outstanding scientific value in the fields of legal history, political history, cultural history, or modern history. Professor Wiech’s awarded work is titled “Iosif Hurko (1828–1901). A Case Study in Applied Imperiology.”
At the invitation of the President of the Parliament, Elżbieta Piniewska, youth involved in the project “Kuźnia liderów regionu” (Forge of Regional Leaders) run by the St. John Paul II Laboratory conducted a demonstration Oxford-style debate on the topic of limiting mayors, village leaders, and city presidents to two terms in office.
The session is expected to approve the subsidy rates proposed by the regional board for the Polregio railway operator. These rates determine the subsidy per train-kilometer for the 2025/2026 timetable, i.e., from December 14, 2025, to December 12, 2026. The subsidies concern the Bydgoszcz–Toruń–Otłoczyn–Ciechocinek line, consisting of the Aleksandrów Kujawski–Bydgoszcz Główna section on railway line no. 18 (Kutno–Piła Główna) and line no. 245 (Aleksandrów Kujawski–Ciechocinek).
The November session agenda also included a package of resolutions on environmental protection and a resolution on the cooperation program of the Kujawsko-Pomorskie regional government with non-governmental organizations for 2026.
Councilors will also consider adopting a resolution defining the tasks of the regional government funded by the State Fund for the Rehabilitation of Disabled Persons (PFRON) in 2025. Under this resolution, funds provided in 2026 by the PFRON Board President will be allocated to:
- co-financing construction work on rehabilitation facilities, except for their demolition,
- co-financing the creation and operation of occupational activity establishments,
- vocational and social rehabilitation of persons with disabilities carried out by foundations and NGOs.
Later in the session, councilors will review a resolution to amend the statute of the Voivodeship Center for Addiction and Co-Addiction Therapy in Toruń. The amendments are necessary due to the merger of the State Agency for Solving Alcohol Problems with the National Bureau for Drug Prevention, now forming the National Center for Addiction Prevention, which will cooperate with the center under the revised statute.
Additionally, the November session will approve changes to the composition of the social council of the Kujawsko-Pomorskie Pulmonology Center in Bydgoszcz.
