The parliament adopted the 2025 regional budget

The Sejmik adopted the provincial budget for next year and the long-term financial forecast 2025-2042. After a presentation by provincial treasurer Pawel Adamczyk, information on the allocation of budget funds and planned investments was presented by Marshal Piotr Całbecki.

 

Next year’s budget maintains the dynamics of growing revenues and investment expenditures. Among other things, we assume record spending on road modernization, a number of investments in hospitals and the start of the expansion of our philharmonic hall. I believe that, as in previous years, we will be able to significantly reduce the budget deficit,” the regional host said before the start of the meeting.

 

We are assuming 2025 budget revenues of 1 940 million zlotys, expenditures of 2 112 million zlotys and a safe budget deficit of 171 million zlotys (we will cover it primarily with a bank loan). The largest item in budget revenues (which is likely to increase further due to the new law on financing local governments) is the share of corporate and personal taxes (40 percent). In the structure of expenditures, the first two places are traditionally occupied by transport and communications (here, among other things, funds are saved for rail passenger transport and road maintenance and modernization) and culture and heritage protection. As much as 34 percent of expenditures are funds for investment. Explaining the amount of the planned deficit and assumed debt, voivodeship treasurer Pawel Adamczyk said that they are related to two major investments – the expansion of the Pomeranian Philharmonic (the value of the investment in the next few years is PLN 290 million) and the completion of the expansion of the Provincial Specialized Hospital in Włocławek (PLN 205 million). He stressed that the regional government will make efforts to obtain external funds for these projects, which means that both the deficit and debt will fall.

 

Budget 2025 received a positive opinion from the Regional Chamber of Accounts and the parliamentary Budget and Finance Committee. It was supported by the “Koalicja obywatelska” club, on behalf of which Councilman Leszek Pluciński spoke, and the Trzecia droga Polskie stronnictwo ludowe – Polska 2050 club, whose position was presented by Councilman Paweł Zgórzynski. “Prawo i sprawiedliwość councilors voted against the budget resolution; Councilor Marek Gralik, speaking on behalf of the Law and Justice club, conducted a critical analysis of it.

 

The Sejmik authorized the regional government to conclude contracts for public mass transit services next year. Adoption of the resolution paves the way for the regional government to conclude contracts with operators and work toward raising funds from the Bus Transportation Development Fund.

 

“The Kujawsko-Pomorskie voivodship parliament is calling for action to build an expressway from Ustka through Słupsk, Chojnice, Bydgoszcz, Inowrocław to Konin (…) [laboriously named] Via Pomerania. The idea (…) coincides with the idea of reconstruction of the DK 25 road. In the Development Strategy of the Kujawsko-Pomorskie voivodship (Acceleration Strategy 2030+), the reconstruction of the DK 25 road is included as a key project, so its implementation is in line with the development interests of our voivodship,” reads the position adopted by the councilors today, which will go to the Prime Minister and the Minister of Infrastructure, among others.

 

The year 2025 has been proclaimed the Year of People of Science of Kujawsko-Pomorskie.

 

Today’s meeting began with the ceremony of handing over to the local authorities of the region the Bethlehem Light of Peace, which was brought to the Marshal’s Office by scouts of the Kujawsko-Pomorskie Region of the Polish Scouting Association. As part of the international relay, the symbolic flame, carrying the idea of peace and brotherhood, is passed from hand to hand every year before Christmas. The motto of this year’s relay is “Love with action.”
