Loans for Clean Air Program

The first three municipalities have taken advantage of preferential, partially forgivable, interest-free or low-interest loans offered by the Marshal’s Kujawsko-Pomorskie Loan Fund (KPFP) for the energy modernization of public utility buildings. Today (October 2), Marshal Piotr Całbecki together with KPFP President Agnieszka Wasita and Vice President Monika Szelc met with representatives of the beneficiaries at the Marshal’s Office. The total value of the support granted amounts to PLN 4 million.

This is significant financial assistance dedicated to very important investment projects, the effects of which local communities will first feel in their municipal budgets, and later in air quality,” emphasized Marshal Piotr Całbecki. “It is worth knowing that these loans are granted on truly preferential terms: up to nearly half of the value may be forgiven, the first three years are interest-free, and afterwards the interest rate is only 3 percent annually. One can borrow up to PLN 10 million with repayment over a maximum of 20 years. What is extremely important is that the loans come with advisory support.”

Today’s beneficiaries are:

  • the Municipality of Kruszwica in Inowrocław County (PLN 1.7 million loan for the modernization of the community center in Sławsk Wielki),
  • the Municipality of Jabłonowo Pomorskie in Brodnica County (PLN 1.3 million for the modernization of community centers in Bukowiec and Konojady),
  • the Municipality of Zbójno in Golub-Dobrzyń County (PLN 800,000 for the modernization of the primary school in Działyn).

The funds come from the regional program European Funds for Kujawsko-Pomorskie (EFKP) 2021–2027. They are part of a pool of PLN 1 billion managed by the Kujawsko-Pomorskie Development Fund (KPFR), a regional financial institution and special-purpose company of the voivodeship government. KPFP acts here as the financial intermediary providing loans.

So far, 40 municipalities from across the voivodeship have submitted loan applications to KPFR for the energy modernization of public buildings. The pool to be distributed is PLN 100 million. More agreements will follow soon.
