Łabiszyn-Barcin Road After Modernization

With the participation of Marshal Piotr Całbecki, Regional Executive Board Member Marek Wojtkowski, and Regional Councilor Ewa Kozanecka, the official opening of the modernized regional road No. 254 between Łabiszyn and Barcin in the Żnin County took place today (January 10). This marks another phase in the reconstruction of the entire route connecting Bydgoszcz with Mogilno. The project included new sidewalks, bays, islands, and illuminated pedestrian crossings, with a total investment exceeding 43 million PLN.

 

The ceremony was also attended by Barcin Mayor Michał Pęziak and Żnin County Head Zbigniew Jaszczuk. Marshal Piotr Całbecki expressed gratitude for the cooperation with the Regional Self-Government and remarked:

The scale of this road modernization project is impressive. Thanks to this investment, safety for both drivers and residents of this part of our region will significantly improve.

 

The modernization strengthened the road to handle axle loads of up to 11.5 tons, preventing rutting and cracking on a route heavily used by trucks. Other notable upgrades include construction of islands in Kania and Augustowo to enhance safety by reducing speeds, reconstruction of the major intersection in Barcin (with regional road No. 251) and other key junctions, installation of illuminated pedestrian crossings, addition of bus bays and stormwater drainage systems in Barcin and Kania, improving road drainage, use of noise-reducing “silent pavement” throughout the route and new sidewalks in Barcin, Barcin-Wieś, and Kania, co-funded by the Barcin municipal government, which contributed 1.2 million PLN.

 

 

The project was funded through EU resources under the Regional Operational Program for Kujawsko-Pomorskie Region for 2014–2020 and European Funds for Kujawsko-Pomorskie Region for 2021–2027. The road comes with a 7-year warranty, and the contractor was Drogomex from Pruszków.

 

In 2024, a 13-kilometer section from Brzoza to Łabiszyn was modernized, along with a section from Wolice to Szczepankowo.

 

Mogilno Bypass and Barcin Roundabout

 

Mogilno Bypass – Second Stage

 

The construction of the second stage of the Mogilno bypass is underway. This project aims to completely redirect transit traffic out of the city.

 

Barcin Roundabout

 

As part of the safety improvement program for regional road No. 254, a roundabout will be constructed in Barcin at the intersection of Pakoska, Mogileńska, 4 Stycznia, and Polna streets. The design phase has been completed, and an application for a Road Investment Implementation Permit (ZRID) has been submitted.

 

The fully modernized road No. 254 will provide Kujawy residents with another link to the expressway network. In Brzoza, where the regional road begins, plans under the S10 expressway project include the expansion of national road No. 25 and the construction of a new traffic interchange, addressing current congestion issues. Meanwhile, Polish State Railways (PKP) is working on a new transportation layout, including a viaduct over the Bydgoszcz-Inowrocław railway line.

 

Record Investment in Road Infrastructure:

 

The Region has allocated 2 billion PLN for road modernization programs over the coming years. This includes:

  • 136 million EUR from the European Funds for Kujawy and Pomorze 2021–2027 for bypass construction and road upgrades.
  • Central funding of approximately 170 million PLN for bypasses and 450 million PLN for other road improvements.
