Investments 2026: Support, Integration, Helping Those in Need
As part of the social policy pursued by the regional self-government, we consistently focus on supporting families, seniors, people with disabilities, and those affected by social exclusion and domestic violence. NGOs providing assistance and local social welfare centers benefit from a wide range of projects coordinated by marshal’s institutions. In total, PLN 100 million will be allocated to social policy this year.
This year, PLN 850,000 will be allocated to the regional domestic violence prevention program. We cooperate with 140 local government units within the framework of the Kujawsko-Pomorska Blue Line.
As part of the program, we also organize:
- training for professionals working in domestic violence prevention,
- conferences, workshops, and seminars on domestic violence prevention for employees of educational institutions, healthcare, the justice system, local governments, and NGOs,
- information campaigns on the scale of domestic violence, legal regulations, and methods of prevention.
Vocational Activity Centers
Ten vocational activity centers operate in the region. The most recent one was opened last autumn in Toruń.
Such centers also operate in Białe Błota (Bydgoszcz County), Bydgoszcz, Brodnica, Drzonowo (Chełmno County), Przyjezierze (Mogilno County), Radziejów, Tuchola, Włocławek, and Wąbrzeźno. They employ a total of 486 people with disabilities.
Vocational activity centers are a special type of economic entity that allocate all generated income to employee rehabilitation. In 2026, PLN 19 million will be allocated to their operation.
An additional PLN 9.1 million will be spent on improving infrastructure for the social and vocational rehabilitation of people with disabilities. Rehabilitation is provided in 11 newly built or modernized facilities across the region and benefits 1,500 people. The total value of grants for vocational and social rehabilitation awarded to foundations and NGOs in 2026 will amount to PLN 1.5 million.
The Third Sector
The regional government consistently supports non-governmental organizations. Last year, PLN 10 million was allocated to tasks commissioned to NGOs, and a similar amount is planned for this year. As part of grant competitions, 500 NGOs will receive funding.
In 2026, we are also implementing the PLN 5.3 million project NGO Development – the Strength of Kujawy and Pomorze, aimed at strengthening the human, organizational, technical, and functional capacity of NGOs.
Key components of the project include:
- training and advisory services,
- sector meetings, professional networking, and study visits,
- co-financing Individual Development Plans of NGOs.
Support under the project will be provided to 150 organizations.
Regional Social Welfare Center (ROPS)
The marshal’s Regional Social Welfare Center has planned a number of key initiatives for this year, aimed at supporting seniors, people living alone, those struggling with chronic illnesses, dependent persons, and individuals facing social exclusion.

Kujawsko-Pomorskie Telecare
The project is addressed to people who need support in everyday functioning (due to age, health condition, or disability) and who do not use permanent institutional care.
The marshal’s regional home telecare program is financed from the European Funds for Kujawy and Pomorze 2021–2027 (FEdKP). The total cost is PLN 33 million, including PLN 28 million in EU funding.
The project includes:
- telecare services,
- neighborly assistance services,
- telemedicine services.
The tools used in the telecare system are life bracelets—mobile devices that monitor vital functions and allow users to call for help when needed. In a life- or health-threatening situation, pressing the SOS button connects the participant with a paramedic in the telecenter to obtain immediate assistance. Ultimately, 3,500 people will be covered by this form of support.
Based on medical data collected via the bracelets, a telemedicine package will also cover 300 residents with an increased risk of neurodegenerative diseases.
Neighborly assistance services—such as help with shopping, meal preparation, household chores, accompanying people to medical appointments, and handling official matters—will be provided to 1,800 people.
Day Care Homes
Residents of 72 municipalities receive support through day care homes operating in the Kujawsko-Pomorskie region.
The Regional Center for Sustainable Development is the leader of the FEdKP co-financed project Kujawsko-Pomorskie Network of Day Care Homes, worth PLN 121 million. Under the project, 14 new day care homes will be established, and the quality of services in another 20 facilities will be improved. The project is implemented with 34 partners.
In day care homes, residents benefit from rehabilitation, therapeutic activities, nursing services, and psychological support.
At the same time, we are implementing the project Development of the Kujawsko-Pomorska Network of Day Care Homes, whose main goal is to establish five additional day care homes in the municipalities of Kruszwica, Łysomice, Chełmża, Gąsawa, and Bartniczka.
For Families, Children, and Youth
Over 10 years and three editions of the Family at the Center project, support was provided to 22,522 people. In the current edition, more than 10,000 residents of the region are receiving assistance. Family support centers have been established in 23 counties to assess family needs and offer tailored support pathways.
The project offers, among others:
- family therapy,
- support groups and workshops,
- prevention of parental burnout,
- workshops for children and youth,
- educational support classes,
- therapy for children with fetal alcohol spectrum disorders (FASD),
- preventive camps for children,
- educational and therapeutic trips for families,
- training courses for social institution staff,
- training for foster family candidates.
The value of the current FEdKP co-financed edition of the project is PLN 47 million.
The Regional Social Policy Center in Toruń is also implementing two FEdKP-funded projects aimed at youth at risk of social exclusion, with a total value of PLN 19 million: Trampoline 4 and Exclusion – There Is No MOW!
Under these programs, comprehensive support is provided to 750 children and young people, as well as 150 individuals from their immediate environment. The main goal is to help young people become independent, ease their transition into adulthood, or enable functioning outside institutional care.
Care for War Refugees from Ukraine
Since 2022, intellectually disabled residents of an evacuated care home from Khmelnytskyi have been staying in our region. Currently, 54 people—both children and adults—reside at the care center on Maria Skłodowska-Curie Street in Toruń, where they receive round-the-clock care, meals, and appropriate therapy.
Regional Support Center
A Regional Support Center is being established in the complex of the former psychiatric hospital on Skłodowska-Curie Street in Toruń. In 2025, reconstruction of buildings was completed, resulting in modern therapy rooms, a world-discovery room, sensory integration rooms, kinesiotherapy rooms, therapists’ offices, modern administrative spaces, and short-term stay facilities. The total project value is PLN 22.4 million. This year, thermal modernization of another building in the complex will be carried out at a cost of PLN 5.23 million.
