Investments 2026: strengthening the region’s security

For years, the Kujawsko-Pomorskie Regional Self-Government has consistently supported uniformed services in purchasing equipment and gear, as well as in building training infrastructure.

Support for water rescue services

In 2026, equipment worth more than PLN 7 million will be delivered to WOPR rescuers. The Kujawsko-Pomorskie Regional WOPR, the Regional Unit WOPR in Toruń, the Regional Unit WOPR in Bydgoszcz, the Włocławek WOPR, the Nadgoplańskie WOPR in Kruszwica, the Lipno WOPR, the Pałuckie WOPR in Żnin, the Wdeckie WOPR and the WOPR in Chełmno will receive, among others, off-road vehicles, boats, quad bikes, engines, defibrillators, medical bags, radio transceivers and personal protective equipment for rescuers.

As part of annual support, PLN 130,000 will be allocated for the purchase of fuel for patrol boats used by rescuers who, during the summer season, watch over the safety of people relaxing by the water.

Applications are currently being accepted for the construction and modernisation of premises infrastructure for water rescue units. PLN 6.4 million is available.

This is another major project implemented using EU funds. Co-financing from the 2014-2020 perspective made it possible to purchase tools for training and equipment that improves search and rescue operations.

As part of another training project, nearly one thousand residents of our region obtained qualifications necessary to work in water rescue services and qualifications in providing pre-medical first aid.

Fire engines, equipment and modernised volunteer fire stations (OSP)

Regular support also goes to firefighters, whom we help with the purchase of equipment and gear, as well as the construction of premises infrastructure. EU funds from the European Funds for Kujawy and Pomorze 2021-2027 (FEdKP) enabled, among others, the purchase of 49 rescue and firefighting vehicles with equipment for a total amount of over PLN 43 million. This year, we are planning further calls for applications to equip OSP units. We have already held competitions for co-financing projects concerning investments in OSP station facilities, with PLN 31 million at stake. The first agreements have been signed and new fire stations are already being built.

The budget of the recently completed call for purchasing equipment for rescue services amounts to PLN 5 million.

So far (from the previous EU financial perspective 2014-2020), we have equipped OSP units with 83 new vehicles with equipment (for a total amount of over PLN 64 million).

Police

Last year, the Kujawsko-Pomorskie Police received, among others, mobile crisis management centres, vehicles for transporting service dogs, and sets of drones supporting rescue operations. The purchases were co-financed from FEdKP. The total value of the three projects exceeded PLN 4 million.

This year, PLN 250,000 will be allocated for the purchase of specialised equipment for the newly established Police Rapid Response Groups. The same amount made it possible to purchase equipment last year as well.

Towards an integrated communications system

Last year, Marshal Piotr Całbecki, Kujawsko-Pomorskie Voivode Michał Sztybel, Deputy Commander of the Regional Police Commander in Bydgoszcz Insp. Jacek Witas, and Kujawsko-Pomorskie Region Commander of the State Fire Service in Toruń Senior Brigadier Rafał Świechowicz signed a letter of intent regarding the expansion of the radio communication system, which will strengthen security across our region. Thanks to this cooperation, we are creating the most modern integrated communication system in Poland for all state and rescue services.

Salutaris

The Salutaris Self-Government Association has for years supported municipalities and counties in our Region in responding to crisis situations, including natural disasters and random events. Salutaris currently brings together 108 members: municipalities and counties, as well as the regional self-government.
