Faster travel between regions

Every day, a hundred regional trains operated by the Marshal’s Office pass between the Toruń Miasto and Toruń Wschodni railway stations. In two years’ time, as part of the modernization of railway line No. 353 Poznań Wschód – Skandawa, this crucial section of the regional rail network in Toruń will undergo renovation. During a press conference, Vice-Minister of Infrastructure Piotr Malepszak, Marshal Piotr Całbecki, and Mayor of Toruń Paweł Gulewski discussed the scope of rail and road infrastructure modernization and the organization of train services.

 

A great time for major rail investments in the Kujawsko-Pomorskie Region has come. Preparations are well underway for the largest project: the modernization of railway line No. 201 (the historic coal main line), connecting Bydgoszcz with the Tri-City via Kościerzyna, with an estimated value of 4.3 billion PLN.

 

“More than 5 billion PLN is being invested in railway infrastructure in the Kujawsko-Pomorskie Region. We will all feel the benefits,” said Marshal Piotr Całbecki. “These investments will ensure comfortable and safe use of our regional railway connections and faster travel to neighboring provinces.”

 

Half a billion in co-financing

The Ministry of Infrastructure, which organizes national passenger rail services, plans to increase the number of train pairs between Poznań and Olsztyn to seven and shorten the travel time between these cities. Improved travel comfort and more frequent service will be made possible by infrastructure investments.

 

As part of the next stage of the BiT City II project, the railway company will modernize the section of line 353 from Toruń Miasto to Toruń Wschodni (including the construction of a second track under pl. Pokoju Toruńskiego), rebuild platforms at these stations, and renovate the railway bridge, along which a pedestrian and cyclist footbridge will be built. On the side of the Toruń Municipal Government, works will include demolishing and rebuilding the footbridge connecting Chrobrego and Sobieskiego Streets and constructing Sowińskiego Street.

 

The total value of investments carried out by PKP Polskie Linie Kolejowe and the city of Toruń will amount to 686 million PLN, with EU co-financing of 551 million PLN. The railway company plans to announce the tender in autumn 2025, with project completion expected in 2028.

 

As part of a separate agreement between the Toruń municipal government and PKP PLK, a safe access route to Toruń Katarzynka station will also be built.

 

Railway investment boom

The announced renovation of railway line No. 353 is not the only one planned in our region. The Kujawsko-Pomorskie Region is experiencing a railway investment boom. Another major project is the modernization of railway line No. 201 (the historic coal main line), which connects Bydgoszcz with the Tri-City via Kościerzyna. It will be one of the largest undertakings in the region. The implementation of this 4.3 billion PLN project is already at an advanced stage. The selection process for the contractor responsible for the modernization of the Maksymilianowo station is nearing completion. PKP PLK has already announced a tender for construction works on the Maksymilianowo – Wierzchucin section, and another tender for the Wierzchucin – Lipowa Tucholska section will be announced later this year.Modernization of the coal main line:

  • 1.8 billion PLN – Maksymilianowo station
  • 1.3 billion PLN – Wierzchucin – Lipowa Tucholska
  • 1.2 billion PLN – Maksymilianowo – Wierzchucin

 

After modernization, trains will reach speeds of up to 160 km/h on two electrified tracks, and passengers will benefit from more convenient and accessible stations and stops. The project is scheduled for completion in 2029.

 

Thanks to cooperation between the regional government – which organizes passenger rail services in the region – and PKP PLK, the regional rail network is also evolving. This year, connections to Ciechocinek are returning to the Polish railway map, and in December 2026, Rypin and Wierzchucin will be reconnected. These services are preceded by infrastructure renovations.

 

We modernized the railway with BiT City

At the meeting with the media, the Marshal reminded that the BiT City II project is a continuation of the earlier BiT City initiative, which consisted of a number of transport investments coordinated by the regional government to improve communication between Toruń and Bydgoszcz. As part of this impressive project, a modern railway station was built in Bydgoszcz, and the station in Toruń was thoroughly renovated. Travelers in Solec Kujawski also benefit from a new station.

 

“We built a tram line to Fordon, transfer hubs, stops, and stations. Thanks to the BiT City project, we now have 21st-century railway infrastructure in our region,” added Marshal Piotr Całbecki.

 

Regional Self-Government supports rail transport

The regional self-government organizes regional passenger rail services and is subsidizing them this year with a quarter of a billion PLN. This covers compensation for Arriva and Polregio, as well as infrastructure access and station fees – totaling 31.3 million PLN.

The region has also purchased and owns three-quarters of the trains (37 trainsets) operating passenger connections in the region. In 2027, seven new electric trains manufactured by Pesa Bydgoszcz will join the fleet.
