
European Funds for Kujawsko-Pomorskie 2021-2027: 30 active competitions
Our regional programme European Funds for Kujawsko-Pomorskie 2021-2027 is halfway through its implementation. We have 30 current competitions for co-financing and non-competitive calls for proposals, with PLN 757 million at stake and co-financing of up to 95% of the project value. Among the projects covered by the support currently being allocated are small-scale water retention, urban passenger transport, support for emergency services and the modernisation of local heating systems.

We are implementing our regional programme together, and our success is also shared – the success of the regional government and the success of all its beneficiaries,” emphasises Marshal Piotr Całbecki.
PLN 38 million – this is the pool of funds available in the competition for co-financing projects in the field of sustainable urban and suburban public transport development in the functional areas of the five largest cities in the region – Bydgoszcz, Toruń, Włocławek, Grudziądz and Inowrocław – which, together with their municipalities, are covered by the integrated territorial investment mechanism (ITM instrument). Local governments are the main applicants for subsidies. The money is earmarked, among other things, for the construction of infrastructure (including tram networks, stops, transfer hubs and electric vehicle charging points) and the purchase of rolling stock (trams and buses).
The subsidy may cover up to 85% of the investment costs. The call for applications will last until 21 August.
We also offer support of up to 85% of the project value to local governments and other institutions responsible for water management in a competition for financial support for small retention projects – this involves the construction and modernisation of infrastructure, the restoration of wetlands and natural ponds, and planting. This time, EU funds are not earmarked for retention for agricultural purposes, but for projects resulting in a local increase in surface/groundwater levels. PLN 21 million is available, and applications must be submitted by 23 June.
PLN 15 million is the budget for a competition for funds for the replacement and modernisation of heat sources in heating networks of multi-family houses and public buildings in areas covered by the ZIT instrument (functional areas of Bydgoszcz, Toruń, Włocławek, Grudziądz and Inowrocław). Replacing older heat sources, primarily obsolete heating boilers, with modern and low-emission ones is a measure aimed at improving air quality. In addition to local governments, housing communities and social housing associations, among others, can apply for funds from this pool. Applications must be submitted by 29 July, with results announced in December.
Until the end of June, applications can be submitted in a competition for co-financing of investments in local volunteer fire departments – this concerns the construction, expansion and modernisation of fire stations. The fund amounts to PLN 21 million, and up to 50% of the costs incurred can be obtained. Applications may be submitted by volunteer fire brigades, municipal fire brigade structures and municipalities. The regional government has been consistently supporting the fire brigade for years, assuming that it is an investment in safety and an activity for the benefit of civil society in rural areas of Kujawsko-Pomorskie.
