EFKP: Money That Changes Our World

Our regional programme, the European Funds for Kujawsko-Pomorskie (EFKP), currently features 37 active competitive and non-competitive calls for project funding. A total of one billion PLN is in play! Projects eligible for grants include investments in psychiatric healthcare infrastructure and the development of specialist outpatient care, support for cultural institutions, the modernisation of local heating systems, and urban and suburban passenger transport.

The level of progress in the implementation of our operational programme is impressive,” emphasizes Marshal Piotr Całbecki. “This is thanks not only to the departments at the Marshal’s Office and the intermediary institutions – the Regional Labour Office and the Bydgoszcz City Hall – but above all, to the programme’s beneficiaries. I have great respect and admiration for their creativity and implementation efficiency.”

Modern psychiatric care is one of the key directions of current changes in public healthcare in Poland. The new model of mental health care is based on integrated mental health centres providing comprehensive services (from outpatient clinics to inpatient care), with community-based treatment as an essential component. A total of PLN 28 million is available in the funding call for the establishment of such centres, as well as for addiction treatment facilities. Not only medical entities but also third-sector organisations are eligible to apply.

The call is open until 12 August.

PLN 38 million – that is the funding pool for projects in sustainable urban and suburban public transport development within the functional areas of the five largest cities in the region – Bydgoszcz, Toruń, Włocławek, Grudziądz, and Inowrocław. These cities, along with neighbouring municipalities, form the Integrated Territorial Investments (ITI) areas. Primarily, urban municipalities are eligible to apply. The funding may cover the construction of infrastructure (including tram networks, bus stops, transfer hubs, and electric vehicle charging stations) and the purchase of rolling stock (trams and buses).

Grants may cover up to 85% of investment costs. Applications are open until 21 August.

Even more – PLN 93 million – is available under the EFKP call for the development of suburban passenger transport. This funding may be used for purchasing buses, constructing transfer platforms and pedestrian bridges, implementing local ticket integration systems (e.g. local unified ticket schemes), and building zero-emission vehicle charging infrastructure.

Eligible applicants include local governments, public transport operators and organisers, as well as enterprises. The call is open until 29 August, and results will be announced in January.

PLN 15 million is available under the funding call for the replacement and modernisation of heat sources in heating systems of multi-family residential buildings and public utility buildings in ITI areas (functional zones of Bydgoszcz, Toruń, Włocławek, Grudziądz, and Inowrocław). Replacing outdated heat sources, especially obsolete boilers, with modern and low-emission systems is a key step toward cleaner air. In addition to municipalities, housing communities may also apply.

Funding covers up to 85% of project value. Applications must be submitted by 29 July.
