The Convention of Marshals Convenes

Marshal Piotr Całbecki and Board Member Marek Wojtkowski represented our region at the two-day meeting of the Convention of Marshals of Polish Regions, held this time in Sulejów. The proceedings were chaired by the local government of the Łódź Region.

 

In the presence of Jacek Karnowski, Deputy Minister at the Ministry of Funds and Regional Policy, and Cezary Tomczyk, Deputy Minister at the Ministry of National Defence, discussions focused on the implementation of EU regional programs for 2021–2027, the new EU financial perspective, security, critical infrastructure protection, and cooperation between local governments and central administration.

 

Referring to the current situation at the eastern border, Marshal Piotr Całbecki emphasized the need for coordinated action to meet challenges arising from the real threat of war. “The problem is that, so far, clear [government] plans and programs in this area are lacking. We need careful consideration and in-depth discussion on civil defense. It is time for executive actions and consistent implementation of objectives,” he stated during the debate.

 

Deputy Minister Jacek Karnowski presented a report summarizing the implementation of EU regional programs for 2021–2027. The data shows that Polish regions have contracted PLN 69 billion, representing 48% of the available funds. Our region’s local government ranks among the national leaders, securing third place with 52% of allocated funding contracted.

 

The meeting agenda also addressed public health issues, in particular the growing problem of overweight and obesity among children, which is becoming an increasingly significant challenge. Experts participated in this discussion, sharing experiences and best practices in health education and preventive measures.

 

Additionally, a Cycling Declaration was signed – a framework agreement to promote cooperation in the development of bicycle route networks.

 

The program further included:

  • A debate on extended producer responsibility
  • A presentation of activities by the Academic and Research Computer Network in the area of public administration digitalization

 

During the convention, a series of resolutions are planned to be adopted, including matters related to:

  • The future of EU cohesion policy after 2027
  • The elimination of illegal waste disposal sites
  • The development of transport hubs at railway stations
  • Public funding for collective transport
  • Environmental fee management systems
  • The operation of pre-adoption centers
  • Tasks delegated to local governments without appropriate financial resources

 

Since its establishment in 1999, the Convention of Marshals of Polish Regions has served as a forum for exchanging experiences and formulating common positions on issues of importance to regional self-governments.
