2025 Road Budget – Ambitious Plans, Major Expenses

This year, the regional self-government has allocated half a billion PLN for the modernization of the Kujawsko-Pomorskie road network. These funds will help maintain a strong pace of investments—over 100 kilometers per year. Additionally, new projects eagerly awaited by residents, such as bypasses, roundabouts, and illuminated pedestrian crossings, will begin.

 

Modernized roads, new roundabouts, comfortable bypasses, bike paths, safe and well-lit pedestrian crossings – our efforts are visible everywhere. We are maintaining a good investment pace and securing record-breaking funds to achieve our ambitious plans,” emphasizes Marshal Piotr Całbecki.
Since last year, work has been ongoing on the construction of the Mogilno bypass. This year, we will launch a tender for the Trląg bypass on Regional Road No. 255, as well as a complete reconstruction of other sections of this route connecting Pakość with Strzelno. Additionally, we plan to illuminate nearly 250 pedestrian crossings and bus stops.

 

Completion of Major Investments

The largest portion—over 300 million PLN—will go toward continuing investments initiated in previous years, funded by external sources such as the European Funds for Kujawy and Pomorze 2021-2027 and government funds. These projects include:

  • Reconstruction of Regional Road No. 563 (Rypin – Żuromin – Mława), covering a 14 km section from Rypin to the regional border (Stages I & II) – Rypin County
  • Modernization of Regional Road No. 268 (Brzezie – Brześć), 10 km – Włocławek County
  • Construction of Stage II of the Mogilno Bypass on Regional Road No. 254, 1.6 km – Mogilno County

 

Launch of New Investments

Several new projects will also begin, including:

  • Expansion of Regional Road No. 551 (Strzyżawa – Nowy Dwór), 3.2 km – Bydgoszcz County
  • Expansion of Regional Road No. 244, Jastrzębia Street in Żołędowo, 3.3 km – Bydgoszcz County
  • Expansion of Regional Road No. 299, Piasta Street in Gniewkowo, 1 km – Inowrocław County
  • Construction of the Trląg Bypass, 2.8 km – Inowrocław County
  • Construction of a bike path and sidewalks on Regional Road No. 244 (Aleksandrowo – Strzelce Górne)
  • Expansion of Regional Road No. 255 (Rzadkwin – Bławaty), 3 km – Mogilno County

 

Under the Marshal’s Program for Eliminating Hazardous Locations, we will utilize European Funds for Kujawy and Pomorze 2021-2027 to build:

  • A roundabout on Regional Road No. 255 in Broniewice – Inowrocław County
  • A roundabout on Regional Road No. 534 in Golub-Dobrzyń – Golub-Dobrzyń County
  • A roundabout at the intersection of Regional Roads No. 558 and 562 in Dyblin – Lipno County

 

A significant effort will be made to restore road surfaces, combined with shoulder repairs, signage replacement, and the construction of bus bays and platforms. Key sections include:

  • Regional Road  No. 243, section Więzowno – Koronowo, length 2.6 km, Bydgoszcz County

More Bypasses to Be Built

Funds are also secured for continuing the Marshal’s Bypass Construction Program. Besides ongoing work on the Mogilno Bypass, we plan to announce a tender for the Trląg Bypass on Regional Road No. 255 and the Brodnica Bypass on Regional Road No. 544. The launch of these proceedings depends on obtaining the necessary permits, and work on documentation will continue for further projects.

 

Roadside Tree Avenues Return

A 1.5 million PLN allocation is dedicated to the roadside tree restoration program, helping to rebuild greenery along modernized roads such as Regional Road No. 266, which connects Aleksandrów County and Radziejów County. In recent years, similar tree-planting efforts were carried out along Regional Road No. 553 (Toruń – Wybcz), Regional Road No. 254 (Brzoza – Barcin), and Regional Road No. 548 (Stolno – Wąbrzeźno).

 

Improving Road Safety

Work continues on illuminating pedestrian crossings. The entire package includes lighting 249 pedestrian crossings and 27 bus stops across the region.

 

Some safety improvement projects will be implemented through agreements with local governments or under the Road Initiative Program. Under this initiative, for example, we will complete sidewalks and a pedestrian bridge along Regional Road No. 546 in Zławieś Mała.

 

Routine maintenance of regional roads will cost 80 million PLN this year.

 

Record-High Expenditures

Over 2 billion PLN is allocated to the Regional Road Modernization Program for the coming years. Under the European Funds for Kujawy and Pomorze2021-2027 (FEdKP 2021-2027), 136 million EUR is designated for road investments, including the regional bypass construction program. Additionally, central funding will contribute approximately 170 million PLN for bypasses and 450 million PLN for other road expansions.
